Recently, the Action Plan for Improving the Performance Level of Atmospheric Environment in Key Industries of Zhejiang Province (2026-2030) was officially released.
The Program consists of four parts, including general requirements, main tasks, incentives and related requirements.
(1) General requirements. It includes main objectives, working principles, performance classification and management mechanism. The main goal is to cultivate 2000 enterprises with advanced performance by 2030. The working principle is "four perseverances", that is, to highlight the key points, to adhere to systematic governance, to encourage the advanced, and to adhere to innovation drive. In the performance grading, the classification and basis of performance grading and the "short board principle" of enterprise performance grading are clearly defined. The management mechanism defines the division of labor at the provincial and municipal levels, with provincial assessment of A-level and B-level enterprises and municipal assessment of C-level and below enterprises.
(2) Main tasks. It puts forward four tasks, namely, vigorously carrying out the action of creating A, accelerating the promotion of performance B, actively promoting the reduction of performance D, and promoting the upgrading and transformation of "bringing the old with the new". Among them, Chuang A focuses on 10 major industries such as coal-fired thermal power, steel and cement, with the goal of building 400 A-level enterprises by 2030; Tie B focuses on promoting the upgrading of 5 industries such as paint manufacturing and brick kilns, with the goal of cultivating 1600 B-level enterprises by 2030; D reduction focuses on the governance of five industries such as industrial painting, packaging and printing, with the goal of reducing 5000 D-level enterprises by 2030; "bringing the old with the new" encourages enterprises in key industries to implement the transformation of existing production capacity simultaneously when new, renovation and expansion projects are implemented.
(3) Incentive measures. It puts forward incentive measures such as differential control, differential guarantee of emission rights, fiscal and financial support, etc. In terms of differentiated management and control, priority should be given to eligible A-level and B-level enterprises to be included in the positive list of ecological environment supervision and law enforcement, and differentiated emission reduction measures should be implemented during heavily polluted weather to promote the implementation of differentiated electricity prices based on atmospheric environmental performance. In terms of differential protection of emission rights, under the same conditions, priority should be given to the protection of A-level and B-level enterprises with atmospheric environmental performance and their investment projects. In terms of fiscal, taxation and financial support, we should promote the increase of credit support for advanced performance enterprises, and give tax incentives, financial support and other policies.
(4) Relevant requirements. Strengthening organizational deployment, strengthening guidance and assistance, strict audit and evaluation, and strengthening digital empowerment. Through the digital platform, the declaration, audit and dynamic management of rating materials are carried out. All localities are required to incorporate the improvement of atmospheric environmental performance in key industries into their annual key tasks, establish cultivation lists, formulate and implement incentive measures, strengthen experience promotion, policy interpretation and technical guidance, implement management requirements such as full coverage of on-site verification, regular spot checks and reviews, and implement the digitalization of the whole process of declaration, audit and dynamic management.
