A cement company was fined 74,800 yuan for illegal mining.

Recently, Liaoyang Natural Resources Bureau made the administrative penalty decision No.2 of Liaoyang Natural Resources Penalty Office.

After investigation, Liaoning Honghe Group Shengxing Cement Co., Ltd. had the illegal act of mining limestone beyond the approved mining area during the construction of its limestone mine reconstruction and expansion project from the end of May to the first ten days of June in 2025. It was estimated that the amount of ore mined across the border was 0.68 million tons, and the illegal income was 680,000 yuan. The above-mentioned acts of the

parties violate Article 3 of the Mineral Resources Law of the People's Republic of China and the relevant provisions of the Measures for the Registration and Administration of Mineral Resources Exploitation. After the law enforcement organ has served the notice of administrative penalty hearing according to law, the party concerned has not made a statement or defense, nor has he applied for a hearing.

In accordance with the relevant provisions of Article 40 of the Mineral Resources Law of the People's Republic of China and Article 42 of the Detailed Rules for the Implementation of the Mineral Resources Law, the following administrative penalties are imposed: the party concerned shall be ordered to return to the mining area for mining; the illegal gains of RMB 68000 shall be confiscated; and a fine of RMB 6,800 shall be imposed.

The total amount of fines and confiscations is 74800 yuan, and the parties concerned must pay in full to the designated bank within the prescribed time limit. If

a party refuses to accept the decision on administrative penalty, he may apply to the people's government at the corresponding level for administrative reconsideration within the legal time limit or bring an administrative lawsuit to the people's court. Those who fail to apply for administrative reconsideration, initiate administrative litigation or implement the decision on punishment within the time limit will apply to the people's court for compulsory execution according to law.
