I am a Φ3.3m kiln cement clinker production line. In 2003, the local state applied to the province for a birth permit. In 2004, the province issued a birth permit. He was born in 2008. When I applied for the birth permit, I belonged to the category permitted by the industrial policy, but the industrial policy had been implemented in 2005 when I was born. From the perspective of the corresponding capacity of the kiln diameter, I should be classified as the restricted category.
In the provincial cement clinker production line list from 2018 to 2021, I used the name of 2500 t/d new dry rotary kiln cement clinker production line, and the design capacity was fixed at 1500 t/d. According to the kiln diameter, the actual capacity is 1167 t/d.
In the list of provincial cement clinker production lines in 2022 and 2023, I changed the name of 1000 t/d new dry rotary kiln cement clinker production line, and the design capacity was fixed at 1000 t/d. Why the capacity and design capacity in the name of the production line are changed is not explained in the remarks column.
To sum up, from the very beginning, I was a "batch of big and small" project. In the absence of capacity replacement, the scale and the main equipment are not worthy of the name. After the implementation of the policy of equal or reduced replacement for new projects in excess industries, the direct use of "large batch" capacity for replacement will result in de facto new capacity. After painstaking efforts, the competent authorities issued a cement clinker production capacity conversion table. Not only should new projects be accounted for according to this table, but also the focus should be on the transfer of production capacity. When transferring the production capacity, the actual production capacity shall be verified strictly according to the corresponding kiln diameter, and the actual production capacity shall be compared with the designed (i.e. approved) production capacity, and the smaller one shall be taken as the approved capacity that can be transferred. Therefore, under these strict regulations, no matter whether the project (scale) is "large batch" or "small batch", it can not get "benefits" in capacity replacement. According to the cement clinker production capacity conversion table at that time, my actual production capacity was fixed at 1167 t/d. If the scale of the
production line and the main equipment are not worthy of the name, the heart is always not solid. The general trend in the industry is that the kiln production line below Φ4m is a production line with low competitiveness, not to mention my small kiln with Φ3.3m. On December 31, 2020, the province approved my withdrawal and replaced my production capacity index to the relocation project of the Φ3.6m kiln production line of the elder brother in the same city. In this capacity replacement scheme, the state document quoted to me appears as 1000 t/d design capacity, which is 500 t/d less than 1500 t/d listed on the list. After comparing with the actual capacity of 1167 t/d, the smaller one of 1000 t/d is used for replacement.
Good things come and go, but they don't succeed in the end. However, I changed the name of the 1000 t/d new dry rotary kiln cement clinker production line from the list of 2022, and the design capacity was fixed at 1000 t/d. It can be said that the "chicken" can not be stolen, and a lot of production capacity has been lost.
My elder brother in the same city, Φ3.6m kiln, is similar to me. Before 2021, the name of the production line on the list is 2500 t/d new dry rotary kiln cement clinker production line, and the design capacity is fixed at 2000 t/d. The actual capacity corresponding to the kiln diameter is 1700 t/d. In the list after 2022, the name of 1850 t/d new dry rotary kiln cement clinker production line was changed, and the design capacity was fixed at 1850 t/d. Like me, the reason why the capacity and design capacity in the name of the production line have been changed is not explained in the remarks column.
By November 1, 2024, the capacity replacement method (2024 version) will be implemented. The new method cancels the capacity conversion table of the approved capacity scale, and determines the capacity strictly according to the project filing (approval) documents. My brother's Φ3.3m kiln, which was built a few years earlier
than me and is located in another city in the province, is really lucky. This good luck has come, and it can't be stopped! In
January 2026, in the capacity replacement plan approved by the province, the elder brother Φ3.3m kiln withdrew and participated in supplementing the capacity of two production lines, one of which was the elder brother Φ3.6m kiln in the same city that I originally wanted to transfer the capacity. My elder brother, Φ3.3m Kiln, was issued a birth permit by the province in 2004. He was born in 2005, three years earlier than me. From the birth permit to the production line list, it has always insisted that the 2500 t/d new dry process cement clinker production line, although the actual capacity of the production line can only be determined as 1167 t/d according to the capacity conversion table, but its design capacity has always been identified as 2500 t/d, and has never wavered.
(From the current capacity replacement plan) Fortunately, the production line is defined as 2500 t/d new dry process cement clinker production line on the provincial production permit, which avoids being classified as a restricted category. Looking back, the competent authorities were really far-sighted and fixed me at 2500 t/d, which not only avoided the industrial policy restrictions in 2005, but also avoided the industrial policy restrictions in 2011 and later.
Because of this, the elder brother's Φ3.3m kiln can justifiably sell its production capacity at 2500 t/d. Among them, 1000 t/d is sold to our brother's Φ3.6m kiln according to 1.5: 1, that is, 666 t/d, plus the original design capacity of our brother's Φ3.6m kiln has been changed from 2500 t/d to 1850 t/d (also a bit of a loss, but much better than mine), the capacity after supplement is 2516 t/d. It is also open and aboveboard and can be removed from the restricted class. The ending is acceptable. The other 1500 t/d of the
elder brother's Φ3.3m kiln is planned to be supplemented to the production line with the design capacity of 4000 t/d of the same door's Φ4.7/5m kiln in the province and the calculated capacity of 5500 t/d of the measured kiln diameter (the data is based on the 2023 list). The capacity of the production line after supplementation is 5000 t/d. It's so annoying to compare
goods with goods! In the same Φ3.3m kiln, he endured it, but he was so lucky that he could not replace it according to the 2:1 reduction ratio of the restricted category. And I, did not endure, (want to sell again) luck can only be so bad! Why didn't you get through it at that time! If you get through it, the probability of selling in the same city is my priority. According to the market value of capacity indicators, at least more than 20 million will be "lost". There is no regret medicine in the world!
