2024, the Ministry of Ecology and Environment successively issued the Opinions on Printing and Issuing the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry. < Opinions on Promoting the Implementation of Ultra-low Emission in Coking Industry > The Notice on Assessment and Monitoring of Ultra-low Emission in Cement and Coking Enterprises (No.5, 2024) and the Notice on Assessment and Monitoring of Ultra-low Emission in Cement and Coking Enterprises (No.209, 2024) require cement enterprises nationwide to comprehensively promote ultra-low emission transformation.

Jiangsu Yicheng Southern Cement Co., Ltd. successfully completed the announcement of the whole process of ultra-low emission transformation in August 2025, becoming the first cement enterprise in Jiangsu Province and the second in China to pass the acceptance of the whole process of ultra-low emission. In December 2025, Huzhou Baimao Southern Cement Co., Ltd. completed the publicity of ultra-low emission transformation of organized, unorganized and clean transportation, becoming the first cement enterprise in Zhejiang Province and the fourth cement enterprise in China to complete the publicity of ultra-low emission in the whole process.
Jiangsu Yicheng Southern Cement Co., Ltd. adopts the process of "low nitrogen combustion + precise SNCR + SCR combined denitrification system + bag dust removal + wet desulfurization" for the flue gas at the kiln tail of the production line around the organized emission limit control, and the pollutant emission meets the ultra-low emission limit standard. In the aspect of unorganized emission system management, the production line constructs a fully enclosed transportation system, which connects the production workshop and storage depots through corridors to eliminate dust overflow from manual loading and material transfer; The limestone, auxiliary materials and raw coal pre-homogenization shed are equipped with 102 high-efficiency dust collectors at all dust-producing points in the production and transportation process to ensure that there is no smoke and dust diffusion, forming a three-dimensional provention and control network of "closed + dust suppression + dust collection", and realizing the whole process control of unorganized emission. In the field of clean transportation, the project has achieved triple innovation breakthroughs. One is limestone zero-dust transportation. A 1.2 km underground transportation corridor has been built to realize the daily all-electric transportation of more than 10,000 tons of limestone and completely end the dust pollution from the mining area to the factory area. Second, water transport leads to carbon reduction. The largest environment-friendly bulk cargo public wharf in inland rivers of the province has been built with an annual throughput capacity of 20 million tons by utilizing the resources of the original demolished and eliminated wharf shoreline. Third, the land transport is compulsorily clean. In view of the difficulties in the industry, it is mandatory that 100% of the finished products should be transported by the Sixth National/New Energy Vehicles, and the compliance vehicles should be strictly identified through the intelligent access control system, so as to realize the green transformation of the transportation link. In the organized emission control
of Huzhou Baimao Southern Cement Co., Ltd., the enterprise adopts the combined denitrification process of "low nitrogen combustion + staged combustion + SNCR + SCR" and the efficiency improvement of desulfurization and dust removal to realize the coordinated control of multi-pollutants; In the aspect of unorganized management and control, we should comprehensively promote the closed construction of the shed corridor, support high-standard dust suppression facilities and intelligent management and control platform, and realize the digital transformation of environmental protection management; In the clean transportation link, the enterprise realizes 100% green electrification of raw materials and fuels, and 100% of clinker products are transported through corridors to reduce dust pollution from the source of transportation.
