On May 19, the Development and Reform Commission of Inner Mongolia Autonomous Region and the Department of Ecology and Environment issued a circular on the announcement of the list of enterprises implementing compulsory cleaner production audits in 2026.
The circular pointed out that in close connection with the tasks of energy conservation, carbon reduction and pollution prevention in the autonomous region, the compulsory cleaner production audits in key industries should be further promoted, focusing on energy, metallurgy, coking, building materials, non-ferrous metals, chemical industry, printing and dyeing, papermaking, raw materials, electroplating, agricultural and sideline food processing, industrial painting, packaging and printing industries.
These include two companies with cement clinker lines:
Baotou Sea Level Metal Technology Co., Ltd.
and Inner Mongolia Mengwei Technology Co., Ltd
. Enterprises that implement mandatory cleaner production audits shall, in strict accordance with the requirements of the Measures for Cleaner Production Audits, publish relevant information on major local media, official websites of enterprises or in other ways that are easy for the public to know within one month from the date of promulgation of this Circular; and within two months, carry out the audits by themselves or entrust qualified consulting institutions to assist in the audits. The
enterprise shall not change, delete or delay the implementation of the key points, objectives and plans of the cleaner production audit determined after the assessment. If the implementation cannot be completed or delayed due to objective reasons such as a long implementation cycle, the enterprise shall submit an application for plan change or delayed acceptance before the required acceptance time node.
