May 2026, the Fifth Eco-environmental Protection Supervision Group of the Central Committee inspected the Guangxi Zhuang Autonomous Region and found that illegal mining in many parts of Yulin City had caused serious ecological damage.
1. Basic information
Yulin City is located in the hilly area of southeastern Guangxi, rich in forestry and mineral resources. However, in many places, large-scale illegal mountain cutting, mining and deforestation have made ecological restoration a mere formality and chaos.
Second, the main problem
is the illegal mining and sale of cutting mountains to make land. In October 2024, in order to avoid the establishment of mining rights, Xingye County planned to flatten 156 meters of Yamudashan Mountain as a whole on the grounds that the construction of the logistics park project required land leveling, which would produce more than 60 million tons of limestone ore. In February 2025, the subordinate company of the county's mineral investment group entered the construction site. Up to the arrival of inspectors, construction enterprises have sold 1 million tons of ore to cement and calcium carbonate production enterprises in violation of regulations. On-site inspection found that the construction enterprises exploited brutally and operated extensively, excavated the mountain directly, dumped waste rock and slag along the slope, and the original vegetation and mountain were seriously damaged.

. There was another abandoned mine with an area of 61.9 mu in Xingye County. Illegal mining and sale of limestone mines in the name of land leveling projects. In June 2024, the subordinate company of the county's mineral investment group entered the construction site. By October 2025, 1 million tons of limestone had been mined and sold to calcium carbonate producers. On-site inspection found that vertical mining in many areas, dumping of waste rock and slag along the slope, dust and serious pollution in operation and transportation, and strong reaction from the surrounding people.

ecological damage in November 2022. The project of Luchuan County Light Industry Industrial Park has not gone through the land approval formalities and started construction, and the sand and gravel materials produced by land leveling have been listed and auctioned according to the estimated value. In May 2023, Guangxi Jiuzhou Mining Investment Company entered the construction site. Up to the arrival of inspectors, the company claimed that 850000 cubic meters of "earthwork" were excavated and sold, which were actually ceramic clay mines and construction placer mines, in clear violation of the provisions of the Mineral Resources Law. On-site inspection found that a total of 111.2 mu of forest land was destroyed by the construction of enterprises, and the gullies were densely covered after the mining surface was washed away by rainwater, resulting in serious soil erosion.

. Second, the ecological restoration chaos occurred one after another. Rongxian County implemented ecological restoration of abandoned mines in Yangcun Town, actually only 100000 cubic meters of granite were stripped, but 260000 cubic meters were estimated and auctioned illegally. Construction Fang Rongxian yuanli Building Materials Company not only failed to eliminate the hidden danger of "one wall" of the original mining surface, but also continued illegal mining, causing new and greater damage to the mountain topography. On-site inspection found that the company's construction formed a new 30-meter stripping surface with a slope of up to 80 degrees, forming a typical "half hill, one wall". In June
2025, a landslide occurred at the waist of the mountain adjacent to Hongyuan Waterproof Material Company in Luchuan County. In November of the same year, the unit entrusted by the company to compile the control plan issued the control plan without the qualification of geological disaster prevention and control, nor the geological exploration according to the regulations. The treatment scheme did not implement the requirement of "slope cutting and load reduction", and the construction method of vertical excavation from the top of the mountain and the mountainside was proposed in violation of the regulations. Up to the arrival of inspectors, the original complete mountain was excavated, 10 mu of woodland was destroyed, and a large number of quicksand problems occurred on the slope of the mountain.
Inspectors found that an abandoned mine in Xingye County covers an area of 120 mu, with a mining surface width of 200 meters and a vertical mining height of up to 100 meters, which is also a typical mining "half mountain, one wall". The local functional departments turned a blind eye to it and did not include it in the renovation list as required.
Third, illegal mining and selling in the name of project construction. Inspectors found that many facility agricultural projects in Beiliu City illegally occupied forests and carried out extensive construction. According to the relevant regulations of the state, the breeding project of Tenglong Company implemented in this city only needs 20 mu of land, and the actual permitted land is 283 mu, and the excavation height is 157.5 meters. Since May 2023, the company has not constructed any aquaculture projects, stripped stones vertically along the mountain without obtaining mining permission, exploited 4.315 million tons of limestone ore, and illegally occupied 76.6 mu of forest land.

, was located in the mountain forest area. On-site inspection found that the project was nominal, illegal mining, illegal occupation of 71.5 mu of forest land, the original natural mountain was excavated vertically in a large area, vegetation was damaged, and soil erosion was serious.

. There is a lack of supervision over illegal and extensive exploitation of mineral resources and related issues in many places, and the ecological restoration work is in chaos, resulting in frequent ecological damage.
The inspection team will further investigate and verify the relevant situation, and do a good job of follow-up supervision as required.
