The "Fifteenth Five-Year Plan" for the Development of Modern Comprehensive Transportation System in Hubei Province (issued in August 2026) clearly States that by 2030, the construction of "one horizontal, one vertical, one network, multiple branches" high-grade waterway network, "thirteen vertical, nine horizontal and four ring" expressway network, and "five main and ten heavy" port clusters will be accelerated. The provincial "three one-hour traffic circles" and "national 123 travel traffic circles" have been basically formed, and the completion rate of the main framework of the national comprehensive three-dimensional transportation network has increased from 93.6% to 100%.
For the cement industry, which is under the dual pressure of downward demand and overcapacity, the long list of projects with specific project names in this plan is a rare and tangible demand at present.
Water transport channel is the most important part. The "amount of slurry" of dredging regulation is often underestimated

Planning puts water transport at the top of the channel pattern: speeding up the construction of the new Three Gorges water transport channel, continuously promoting the regulation of the deep-water channel in the middle and lower reaches of the Yangtze River, and striving to break through the bottleneck in the middle reaches of the Yangtze River; We will carry out the Hanjiang waterway regulation and the key ship lock project to achieve a high-standard connection of the waterway below Danjiangkou, and promote the construction of the inter-provincial section of the Han-Hunan-Guangxi waterway. For water transport alone, Hubei has planned 155 key projects with a total investment of 169.1 billion yuan, an increase of 135% over the "14th Five-Year Plan". Compared
with pavement engineering, the "grout consumption" of hydraulic structures such as waterway regulation, ship lock, wharf and revetment is often underestimated by the industry-they not only have a large amount of concrete pouring, but also have high requirements for hydration heat control, impermeability and frost resistance, and the consumption of special cement such as medium heat and sulfate resistance is concentrated. The construction of the new waterway of the
Three Gorges Project started on June 8 this year, which is the first major national landmark project started in the 15th Five-Year Plan. The total static investment is about 77.2 billion yuan. The construction period of the new waterway of the Three Gorges Project alone is 112 months. The construction period is ten years, which will continue to form a stable demand for many years. high-speed rail networking and high-speed expansion really determines the "thickness" of demand, which is the two basic plates of railway and highway. On the
railway side, around the layout of the "one core, two rings and twelve routes" high-speed railway network, the plan proposes to build high-speed rail along the Yangtze River, Hunan, Beijing and Hong Kong, to connect the main national high-speed railway corridors, and to increase the operating mileage of the province's high-speed rail from 2585 km to 3600 km by 2030; Build the Wuhan hub through line, plan and demonstrate the high-speed rail from Wuhan to Zhangjiajie, Nanchang and other directions; plan high-speed rail from Jingzhou to Yueyang, Shiyan to Nanyang, and accelerate the formation of a "super metre-shaped" pattern of Wuhan, Xiangyang and Yichang. In terms of

in river-crossing channels and port hubs are hidden in piers

There is another kind of project in the planning that is worth looking at separately: improving the layout of river-crossing channels, building river-crossing channels such as Hannan, Libu and Yanji, and promoting the reconstruction and expansion of early river-crossing channels such as Junshan Bridge, Yichang Bridge and Jingzhou Bridge. The Yanji Yangtze River Bridge has just completed the load test on September 4 and will be open to traffic by the end of the year. At the same time, it will build a modern port cluster with Wuhan Container, Huangshi Bulk Commodities, Yichang Three Gorges Shipping Logistics, Jingzhou Coal Transfer, Xiangyang Hanjiang Logistics and other hub ports as the core, upgrade the energy level of Ezhou Huahu, Wuhan Tianhe and other hubs, and promote the construction of "two hubs and four centers" multimodal transport system.
River-crossing channel has always been one of the projects with the highest cost per kilometer and the most stringent technical standards, and the requirements for the strength grade and performance of cement are much higher than those of ordinary projects. The construction of port terminals, storage yards and collection and distribution systems is also a large amount of concrete pouring. This kind of project is the stage of special cement and high-grade cement, which is more beneficial to enterprises with more complete product structure and more sufficient technical reserves-it pulls not only tonnage, but also the value of products.
We also need to see the two-sided
improvement of traffic conditions. The improvement of transportation conditions is never just an increment. The expansion of
transportation radius is two-way for the cement industry-the improvement of water transport conditions not only makes it easier for Hubei cement to go out, but also makes it easier for cement along the Yangtze River to come in. The improvement of the traffic capacity of the "golden waterway" of the Yangtze River and the upgrading of the Hanjiang River waterway mean that the cost of Hubei cement flowing eastward along the Yangtze River and radiating the middle and lower reaches of the Yangtze River is decreasing; in turn, the threshold for foreign cement to enter the Hubei market is also decreasing.
For Hubei, a market with excess capacity and fierce competition, this "impact" can not be underestimated. The freight rate advantage of water transportation determines how far one ton of cement can go. In the past, the radiation range of foreign cement was relatively limited due to the bottleneck of waterway and ship lock. With the promotion of the new waterway of the Three Gorges and the regulation of the deep-water waterway in the middle and lower reaches of the Yangtze River, the penetration capacity of cement along the Yangtze River to the Hubei market will be significantly enlarged. In other words, while this plan brings out a table of "hard dishes" for cement, it also tears down the "wall" of the cement market in Hubei.
This table dish can be seen, but it needs to be done year by year when it falls to the ground-the rhythm of project landing and the availability of funds will affect the actual consumption. The downward trend of the total amount will not be reversed because of a plan. Whether we can eat this dish and keep our own territory depends on who has lower cost and runs faster. Structural opportunities are never absent, and they only belong to those who are ready.
