of Bidding The project starts from the boundary between Hubei and Henan in Caodian Town, Suixian County, Suizhou City, Hubei Province, and connects with the proposed Henan Xinyang Section of G4222 Hexian-Xiangyang Expressway. It passes through Yindian Town and Wanhe Town, ends at the boundary of Suizhou and Xiangyang in Wushan Town, Suixian County, Suizhou City, and connects with the Xiangyang section of the G4222 Hexian-Xiangyang Expressway, which is constructed synchronously. The route of the project is about 76.4km long. The whole line adopts the construction standard of two-way four-lane expressway, with a design speed of 120km/H and a subgrade width of 27m. There are 63 bridges in the whole line, including 1 super major bridge, 58 major bridges, 4 medium and small bridges, 109 culverts (including passages with culverts), 42 passages, 31 overpasses and 2 separated overpasses; There are 5 tunnels in total, including 4 long tunnels and 1 medium-short tunnel, with the ratio of bridge to tunnel of the whole line being 41.3%; there are 5 interchanges, including 1 hub interchange, 4 general interchanges, 2 service areas, 1 maintenance work area and 1 monitoring and management sub-center. The total investment of the project is about 10 billion yuan. The actual construction content, scale and total investment shall be subject to the approval of the competent government department.

The project is constructed in a franchise mode. After winning the bid, the investor shall establish a project company in accordance with the Company Law of the People's Republic of China and other relevant laws and policies. The project company shall be responsible for the whole process of project planning, fund raising, construction implementation, operation management, debt repayment, asset management and project transfer, and shall operate independently and assume sole responsibility for its profits and losses. In accordance with the provisions of the franchise agreement, the highway, highway ancillary facilities, land use rights and related information shall be transferred in accordance with the law.
