On January 20, the Department of Industry and Information Technology of Liaoning Province issued a public announcement on the organization of a hearing on the replacement plan for the supplementary production capacity of the cement clinker production line of Taiwan Cement (Liaoning) Co., Ltd. with a daily output of 5250 tons. The hearing will be held in Liaoyang City, Liaoning Province, on January 27, 2026.
The replacement plan shows that the original design capacity of the cement clinker production line with a daily output of 5250 tons of Taiwan Cement (Liaoning) Cement Co., Ltd. is 4000t/d, and the supplementary capacity of 1250t/d comes from a 2500t/d cement clinker line of Guangzhou Shijingdeqing Cement Plant Co., Ltd. After replacement, the total capacity is 5250t/d, and the replacement ratio is 2:1.
In order to implement the spirit of documents such as the Guiding Opinions of the State Council on Resolving the Serious Contradiction of Overcapacity (Guofa [2013] 41) and the Measures for the Implementation of Capacity Replacement in Cement and Glass Industry (2024 edition) (Ministry of Industry and Information Technology [2024] 206), we will resolutely and strictly examine and verify the project capacity replacement plan in accordance with the law and regulations. In order to prevent fraud and eliminate hidden dangers of supplementary production capacity, in accordance with the requirements of relevant documents, our office entrusted China Building Materials Industry Planning and Research Institute to organize a hearing on the replacement scheme of supplementary production capacity for the production line of 5250 tons of cement clinker per day of Taini (Liaoning) Cement Co., Ltd. The relevant matters are now announced by our office as follows:
I. Hearing Matters

(VI) Hearing representatives
1. Interested party representatives: The number of interested party representatives shall not exceed 5, and shall be selected through open and voluntary registration. When the number of applicants exceeds the planned number, they shall be selected randomly.
2. Representatives of the general public: the number of places shall not exceed 4, and they shall be selected through open and voluntary registration. When the number of applicants exceeds the planned number, they shall be selected randomly.
3. Industry experts: 5, invited.
4. Legal worker: 1 person, invited.
5. Representatives that the hearing organ considers should participate: to be determined.
(VII) Observers: The number of bystanders shall not exceed 5, which shall be selected through voluntary application. When the number of applicants exceeds the planned number, the bystanders shall be selected randomly.
5. Registration time, deadline and method
(1) Registration time: January 20 to January 22, 2026.
(2) Registration method: Download the registration form in Annex 2 of this announcement, fill it in and send it to China Building Materials Industry Planning and Research Institute by mail. Applicants are requested to truthfully fill in the personal information specified in the application form (with a copy of identity card), as well as the basic opinions and reasons for the hearing matters (the bystander does not need to fill in this item). If they register for the hearing on behalf of a legal person or other organization, they should also fill in the name and office space of the legal person or other organization they represent.
6. Notice
of the hearing (1) The participants in the hearing shall familiarize themselves with the hearing matters and materials before the hearing, and in line with the principle of seeking truth from facts, review the replacement plan for the supplementary capacity of the cement clinker production line with a daily output of 5250 tons of Taiwan Cement (Liaoning) Co., Ltd. Put forward opinions and suggestions on the compliance, authenticity, effectiveness and conformity with industrial policy requirements of the capacity indicators used for supplementary capacity replacement.
(2) The participants in the hearing shall abide by the rules of the hearing and obey the arrangement of the presiding hearer.
