Recently, the Bureau of Ecology and Environment of Chengde City, Hebei Province, issued a public announcement on the administrative penalty decision of Fucheng Cement Co., Ltd. and Liu Yanpo in Xinglong County.
According to the penalty documents, during the on-site inspection on November 21, 2025, law enforcement officers found that there was a lot of dust on the ground outside the clinker warehouse during the production period of the enterprise, and the dust was serious when vehicles passed, which violated the provisions of Article 48, paragraph 2, of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution; At the same time, its self-monitoring report lacks the content of rainwater monitoring and fails to strictly implement the requirements of pollutant discharge permits, which violates the rigid requirement of Article 19, paragraph 1, of the Regulations on the Administration of Pollutant Discharge Permits that "pollutant discharge units shall carry out self-monitoring according to regulations".
It is noteworthy that the case was transferred by the Central Environmental Protection Supervision Group, and the illegal act lasted for more than 12 months. According to the Discretionary Rules on Administrative Penalties for Ecological Environment in Hebei Province, in combination with the aggravating circumstances of more than three violations by enterprises within one year, the law enforcement department shall impose a fine of 80,000 yuan for 40% of the dust pollution problem and a fine of 72,000 yuan for 36% of the monitoring violations, totaling 152,000 yuan . The ticket clearly requires the enterprise to pay the fine within 15 days, and a 3% late fee will be charged on a daily basis if it is overdue.
