To build a benchmark state-owned enterprise serving the development of the capital in the new era and a leading enterprise in the transformation, upgrading and high-quality development of the national building materials and real estate industries.
Jiang Yingwu emphasized that 2026 is the 105th anniversary of the founding of the Communist Party of China and the beginning of the 15th Five-Year Plan. We should insist on steady progress, steady change, quality improvement and efficiency enhancement, continue to consolidate the effectiveness of the inspection and audit rectification of the Municipal Committee, take the doer as the foundation, deepen reform and innovation as the driving force, and take value creation as the center. We will accelerate industrial transformation and upgrading, build a modern industrial system with Jinyu characteristics, and make every effort to accomplish the annual objectives and tasks, laying a decisive foundation for the realization of the strategic objectives of the 15th Five-Year Plan.
First, we must operate steadily. Cement (concrete) business should build an integrated operation system, enhance core competitiveness, and resolutely win the "turnaround battle". New building materials business should adhere to market orientation, optimize business structure and actively expand new market areas. Equipment manufacturing business should optimize the existing core product technology, and vigorously develop new fields and overseas market business with new technology and new products. Trade business should focus on the main business to adjust the structure, control risks, stabilize the scale, increase efficiency, and ensure healthy and stable operation. Real estate development business should recognize the industry situation, unswervingly transform to "fine development, strong operation, excellent service", and build a new development model of real estate. Operation and service business should flexibly adjust business strategies, innovate marketing means, and comprehensively improve the rental rate of various business projects.
Second, we should promote transformation. We will vigorously promote the transformation and upgrading of existing industries, take a new road to industrialization, take market demand as the guide, focus on the high-end quality and performance of existing products and the expansion of application scenarios, continue to promote the development of "double carbon" and the transformation of digital intelligence, cultivate the core competitive advantages of green low-carbon and intelligent factories, and seek "industrial future" for transformation and upgrading. We will accelerate the development and expansion of the new material industry, create two major product systems of "high-end quality" and "superior scale", and make every effort to promote the application of five "AI + new materials" special projects and achievements, focusing on key areas to tackle a number of "bottleneck" technologies and products. Accelerate the cultivation of science and technology service industry, give full play to the advantages of the group's science and technology service industry, promote the integration of "point, line, surface and body", and build an innovative ecology with Jinyu as the core.
Third, we should strengthen management. Insist on value creation as the center, deepen reform as the driving force, and enhance the ability of value creation to lead enterprises to transform and upgrade, improve quality and efficiency. Deepening the "separation of management and management", focusing on key areas, building a unified management platform, ensuring smooth strategic transmission, and achieving double improvement of management efficiency and operational vitality. Promote organizational reform, deepen strategic restructuring and professional integration, vigorously promote "slimming and fitness", establish a mechanism for overall allocation of resources at the group level, and promote the core elements to tilt towards industries and projects that are in line with the strategic direction and have high industrial efficiency, so as to transform the advantages of the whole industrial chain into development results. We should guard against and defuse risks, strictly enforce the requirement of "living a tight life", strengthen the management of investment projects, strictly control the scale of "two funds", and seize policies to revitalize assets.
Jiang Yingwu stressed that leading cadres play a key role and have great influence. We should pay attention to Party building, conscientiously fulfill the "one post, two responsibilities", run political construction through the whole process of business, strictly abide by the power boundary, take the lead in honesty and self-discipline, and realize the deep integration of Party building and business. We should dare to take on responsibilities, set up thinking with understanding, dare to reform and innovate, dare to break the conventions, be good at opening up territory, actively serve the grass-roots level, and do things wholeheartedly. It is necessary to emphasize practical work, establish a correct view of political achievement, conduct in-depth investigations and studies at the grass-roots level, observe the actual situation, come up with practical measures, emphasize actual achievements, guard against formalism, fully mobilize the enthusiasm of cadres at all levels, and form a working pattern in which each level leads the other and each level grasps the implementation.
