Recently, the Tieling Ecological Environment Bureau of Liaoning Province issued a decision of Yatai Group Tieling Cement Co., Ltd. not to impose administrative penalties. On August 13 and 19,

2025, the administrative law enforcement officers of Tieling Ecological Environment Bureau, together with the staff of Tieling Ecological Environment Monitoring Center of Liaoning Province, carried out on-site monitoring on the background value of noise at the factory boundary and the noise emission at the factory boundary during the day and night of Yatai Group Tieling Cement Co., Ltd., located in Xintaizi Town, Tieling County.

According to the monitoring, the noise at the factory boundary in the daytime is 57dB at the east factory boundary, 56dB at the north factory boundary, 51dB at the west factory boundary and 51dB at the south factory boundary, which meets the environmental noise emission standard at the factory boundary of industrial enterprises. 58dB at the east plant boundary, 53dB at the north plant boundary, 58dB at the west plant boundary, and 50d at the south plant boundary at night. The east and west plant boundaries exceed the environmental noise emission standard for industrial enterprises. The above acts are illegal acts that discharge industrial noise exceeding the environmental noise emission standards.

The above-mentioned acts are suspected of violating the provisions of Article 22, paragraph 1, of the Law of the People's Republic of China on the Prevention and Control of Noise Pollution that "noise emission and vibration generation shall comply with noise emission standards, relevant environmental vibration control standards and the requirements of relevant laws, regulations and rules". It has been found that the company is suspected of "exceeding the environmental noise emission standards" illegal acts, not subjective intent, the first violation, can actively correct the illegal acts. In view of the fact that the

company has violated the law for the first time in the past three years and belongs to a positive list enterprise, it can correct the problem in time without causing obvious environmental pollution hazards. Tieling Ecological Environment Bureau exempted the company from administrative penalties in accordance with the relevant contents of the Administrative Punishment Law of the People's Republic of China, the List of Non-administrative Penalties for Ecological Environment in Liaoning Province and the List of Inclusive and Prudent Supervision Matters of Tieling Ecological Environment Bureau.

However, exemption from administrative penalties does not mean that the act is recognized and the legal red line cannot be touched. It is hoped that the company can deeply understand the mistakes, strengthen the study of laws and regulations on ecological environment protection, establish a long-term noise provention and control mechanism, and strengthen the professional training of personnel in ecological environment management posts to ensure that the responsibilities are in place.
