, 2025 to build a full-cycle and full-process green manufacturing system in Sichuan Province is to speed up the construction of a full-cycle and full-process green manufacturing system, forge new competitive advantages of the industry and build a new engine of economic growth. To promote the green, low-carbon and high-quality development of manufacturing industry in our province, this plan is specially formulated.

First, the overall goal

is to build a strong chain of green low-carbon enabling key industries and double the quality of superior industries, to transform the advantages of clean energy into the advantages of green low-carbon development, and to promote the green low-carbon development of the whole cycle and process of production and manufacturing. By 2027, the full-cycle and full-process green manufacturing system will be initially established, the green and low-carbon development level of manufacturing industry will enter the forefront of the country, a new round of green integration technology transformation will be completed in key industries and fields, the intensity of energy consumption and carbon emissions will be further reduced, the proportion of green power consumption will reach more than 85%, and the proportion of green factory output value in the total output value of manufacturing industry above the scale will reach 30%. By 2030, the full-cycle and full-process green manufacturing system will be basically formed, and industrial enterprises will complete more than one round of green integration technology transformation, and green manufacturing will become a common form of new industrialization.

2. Key tasks

(1) Promoting the integration of green design.

1. Relying on the Provincial Industrial Green Manufacturing Standardization Technical Committee, focusing on the "17 + N" key industrial chain, focusing on the product design and development stage, the "Green Design Guidelines for Industrial Products in Sichuan Province" and the green design standards for key industries were issued to build a green design standard system with Sichuan characteristics.

2. Encourage leading enterprises in the industry chain to take the lead in integrating resources such as universities, research institutes and industry associations, jointly build a green design platform, and provide green design methods, tools, databases, consulting and other services for enterprises in the industry. Explore the establishment of green design evaluation system for key industries, guide key enterprises to carry out green design evaluation and actively disclose the evaluation results to the society.

3. Cultivate 3-5 green design benchmarking enterprises in key industries to form a number of replicable and popularizable typical models. Relying on Sichuan Industrial Design Competition, Sichuan Green Design Competition Road Show was held to promote a number of "Sichuan Green Design Stars" and release a number of green design system solutions.

(2) Improving the supply capacity of green products.

4. Focus on intelligent terminals, automobiles, home and other fields, and guide enterprises to develop products adapted to individual consumption through green design innovation. We will accelerate the green transformation of Sichuan's superior industries, such as food and beverage, textile and clothing, and special agricultural products, and coordinate the development of primary processing, intensive processing, and processing and utilization of by-products. High-quality development of photovoltaic, wind power, lithium batteries and other new energy industries, actively promote new energy vehicles, green intelligent ships, promote green infrastructure and transportation solutions.

5. Promote the construction of green product standards, certification and labeling system, strengthen the construction of product carbon footprint labeling certification and background database, guide enterprises to meet international and domestic standards, and carry out product carbon footprint accounting and certification. We will improve the mechanism for the acceptance and application of green products, encourage certification agencies to incorporate green product certification enterprises into the "same line, same standard and same quality" preferred enterprises, and expand the scope of acceptance.

6. Implement the government's green procurement policy, and implement priority procurement or compulsory procurement for qualified green products. State-owned enterprises are encouraged to increase the proportion of green products purchased. Set up "Sichuan Green Products" special zones in industrial Taobao, hold "Green Products Consumption Season", and actively advocate green low-carbon consumption by issuing "old for new" consumption vouchers.

(3) Accelerating the technological innovation of green technology.

7. By means of "unveiling the list and taking the lead", we will intensify efforts to tackle the key problems of subversive technologies such as hydrogen smelting in blast furnaces, short-process electric furnace smelting, oxygen-enriched combustion in cement kilns, molecular refining and intelligent refining, and large-scale utilization of carbon dioxide to produce chemicals, so as to break through the bottlenecks of high energy consumption and high emissions in traditional processes and form a number of forward-looking, leading and landmark achievements.

8. Deeply implement the "artificial intelligence plus" action, strengthen the collaborative innovation of artificial intelligence and bio-manufacturing, quantum technology, 6G and other fields, and promote the deep integration of artificial intelligence technology and industry. Supporting universities and leading enterprises in the industrial chain to jointly carry out the verification of key core technologies of hydrogen energy, biomass energy, nuclear energy and carbon capture, utilization and storage, and to build a number of comprehensive demonstration projects.

9. Relying on Sichuan Digital Intelligence Green Development Promotion Center, provide green transformation enabling services for enterprises. Make good use of service platforms such as "online Kechuangtong + offline Kechuangdao" to accelerate the transformation and industrialization of green technology achievements. Publish the Catalogue of Green Low Carbon Technology and Equipment in the Industrial Field of Sichuan Province, regularly organize supply-demand docking activities, and promote the application of a number of key green low carbon technologies.

(4) Strengthen the scale substitution of green materials.

10. Guiding cement enterprises to produce cement from non-carbonate raw materials such as phosphogypsum, lithium slag, blast furnace slag, steel slag and fly ash. Industries such as iron and steel, electrolytic aluminum and copper smelting are encouraged to increase the proportion of recycled materials such as scrap iron and steel. Papermaking enterprises are encouraged to use non-wood fiber resources such as bamboo, bagasse and reed to make pulp and paper according to local conditions. Encourage the development of bio-based chemicals and materials to supply petrochemical raw materials. Encourage the use of distiller's grains to produce feed, fertilizer, base liquor and other products.

11. Focus on key industries such as automobile, electronics, wooden furniture, construction machinery, steel structure, packaging and printing, and promote more than 100 enterprises to carry out alternative diagnosis of raw and auxiliary materials every year. To guide enterprises to continuously develop and use low-toxic, low-harmful and non-toxic and harmless raw materials to reduce the content of toxic and harmful substances in products. In accordance with the requirements of the list of new pollutants under key control, the production and sale of chemical substances included in the category of new pollutants under key control shall be prohibited and restricted.

12. Focusing on high-end equipment, new energy vehicles and power batteries, new generation of information technology, aerospace and other fields, we will promote the R & D and industrialization of high-end materials such as vanadium, titanium and rare earth materials, advanced non-ferrous materials, new chemical materials, new electronic materials, high-performance alloy materials and fiber composite materials, and provide advanced green materials support for downstream industries.

(Five) strengthen the promotion and application of green low-carbon energy.

13.Promote short-process electric furnace smelting technology in iron and steel and non-ferrous metal industries, and accelerate the substitution of electric boilers and kilns in building materials, petrochemical and chemical industries. Fans, pumps, compressors, machine tools and other equipment are encouraged to use high-efficiency and energy-saving motors. Accelerate the construction of industrial green micro-grid, promote the large-scale application of distributed photovoltaic, build a digital energy carbon management platform, and encourage the development of "photovoltaic + energy storage" integration model.

14. Promote the local conversion and utilization of clean energy in "three States and one city" according to local conditions, and explore the multi-energy complementary mode of clean energy such as water, wind, light and hydrogen. Support qualified areas to undertake the development of high-energy industries that meet the requirements in an orderly manner, and promote the absorption of clean energy nearby. The pilot project of "green power + computing power" collaborative layout will be carried out in areas where conditions permit. We will continue to do a good job in the pilot construction of zero-carbon industrial parks.

15. Explore and promote the integration of green hydrogen, ammonia and alcohol, blast furnace hydrogen-rich smelting and other technologies, and promote the construction of a number of pilot curing projects in the province, such as hydrogen-based shaft furnace direct reduction of all-vanadium-titanium magnetite, hydrogen-rich blast furnace smelting, and cement hydrogen roasting. Focusing on the needs of electricity, heat and oxygen in plateau areas, we should promote the coupling development of renewable energy and hydrogen energy in areas where conditions permit, so as to realize in-situ hydrogen and oxygen production, heating and power generation by water and wind. We will further expand the commercial application of hydrogen energy in the field of transportation and promote the upgrading and expansion of the "Chengdu-Chongqing Hydrogen Corridor".

16. Establish a new mechanism for the comprehensive transformation from dual control of energy consumption to dual control of carbon emissions, accelerate the establishment of a dual control system of total carbon emissions and intensity, strictly control fossil energy consumption, and promote the clean and efficient use of coal. We will strengthen energy conservation review and carbon emission assessment of fixed asset investment projects, standardize the preparation of energy conservation reports, focus on key areas and key links to carry out energy conservation supervision, and resolutely curb the blind development of "two high and one low" projects.

(6) Accelerating the renewal and transformation of green equipment.

17. Deeply implement the three-year upgrading action of major environmental protection technology and equipment, focusing on key areas such as high-efficiency energy-saving pollution control, solid waste resource utilization, environmental monitoring instruments and meters, and support large-scale complete equipment manufacturing enterprises to concentrate on breakthroughs in key equipment such as high-efficiency clean coal-fired boilers, rare earth permanent magnet motors, and high-efficiency treatment of industrial wastewater and waste gas. Increase the matching rate of local equipment and the market share of "Sichuan Made" complete sets of products.

18. We will promote the withdrawal of backward and inefficient equipment and backward production capacity, such as old industrial equipment and industrial machine tools in overtime service, and accelerate the upgrading of inefficient equipment in production, energy use, logistics and warehousing. We will implement supporting policies such as the first set, take the first set of innovative transformation and demonstration applications as breakthroughs, and promote the overall improvement of the green level of equipment.

19. Accelerate the construction of energy-saving and environmental protection equipment industrial bases in Chengdu Jintang and Zigong High-tech Zone, and build 1-2 provincial advanced manufacturing clusters in the field of environmental protection equipment. Cultivate more than 10 enterprises that meet the standard conditions of environmental protection equipment manufacturing industry, and guide the standardized development of the industry. We will continue to carry out the Sichuan-Chongqing Energy Conservation and Environmental Protection Talents Skills Competition to speed up the training of environmental protection equipment engineers and skilled craftsmen.

(7) Promoting high-value and efficient utilization of industrial solid waste.

20. To formulate and improve technical guidelines for the harmless treatment and comprehensive utilization of traditional solid wastes such as tailings, phosphogypsum, lithium slag and steel slag, and to promote large-scale utilization in the fields of building materials production, underground filling and ecological restoration. Expand high-value utilization in the production of fiber materials, glass-ceramics, ultra-fine fillers, low-carbon cement, solid waste-based high-performance concrete, energy-saving building materials and other fields.

21. Promote the recycling of waste power batteries for new energy vehicles and lithium batteries for electric bicycles as a whole, and build a standardized and efficient recycling system relying on regional recycling centers. We will tackle key technical problems such as efficient separation of waste photovoltaic modules, metal recovery and purification, and promote efficient disassembly of retired photovoltaic modules, clean recycling technology and complete sets of equipment. We will promote the comprehensive utilization of wind power generators, bearings, gearboxes and other components, and carry out research and development and industrial application of high-efficiency and low-cost disassembly and utilization technology for wind turbine blades.

22. Encourage remanufacturing enterprises to establish cooperative relations with original production enterprises, obtain technical support from original production enterprises, and promote the coordinated development of upstream and downstream industrial chains. Promote the application of non-destructive testing, additive manufacturing, flexible processing and other technologies to improve the level of remanufacturing processing. Carry out quality identification of remanufactured products, and establish traceability, product inquiry and quality information feedback mechanism for key remanufactured products.

3. Implementation path

(1) Strengthen the innovation of key green and low-carbon technologies. Focus on key areas such as green design of industrial products, resource conservation and recycling, low-carbon and zero-carbon industrial process reengineering, and implement a number of "two-way unveiling" projects to build manufacturing innovation centers in key areas. Focusing on core technologies such as hydrogen metallurgy, near-zero carbon emission electric furnace, carbon capture, utilization and storage, we will support universities and leading enterprises in the province to build a pilot platform for collaborative innovation, promote collaborative innovation and local transformation of industry, University and research, and promote key technical equipment from laboratory to industrial application. Focusing on the key directions of green low-carbon process optimization model solutions, green design digital solutions, digital energy and carbon management solutions, we will create a number of digital green collaborative application scenarios to promote the deep integration of digital green.

(2) Implementing large-scale green integration technology transformation. Focus on the "17 + N" key industrial chain, give full play to the leading role of the main chain enterprises, coordinate with upstream and downstream enterprises to organize and implement the overall green low-carbon technological transformation of the industrial chain, and enhance the overall development level of the key industrial chain. Supporting industrial parks to carry out overall transformation and upgrading of layout agglomeration, green structure and link ecology, and orderly organizing enterprises in the park to implement green low-carbon technology transformation. For key industries and enterprises, we will implement full-coverage green diagnosis, excavate and implement a number of digital, green and integrated technological transformation projects, establish a green low-carbon technological transformation project bank, and strive to implement more than 1000 green integrated technological transformation projects every year.

(3) Fostering and expanding new forms of green and low-carbon industries. We will deepen the collaborative transformation of "green manufacturing + digitalization" in the whole cycle and process, explore and promote the new model of "artificial intelligence + green low-carbon", and promote the deep integration of digital twins, virtual factories and other tools with industrial production and manufacturing scenarios. Deeply implement "green manufacturing + green service", support leading enterprises in the industrial chain to promote the experience of green design and green supply chain management for upstream and downstream products, and promote the transformation of "product" to "product + service" mode. Focus on the new demand of green low-carbon consumption in all fields of society, increase the supply of green products, improve the standard, identification and certification system of green products with Sichuan characteristics, and promote the deep integration of "green manufacturing + green consumption".

(4) Improving the quality and efficiency of green manufacturing carriers. We will implement the plan to improve the quality and expand the coverage of green factories and green industrial parks, fully cover the diagnosis and upgrade the stock of green factories and green industrial parks, and build 1000 green factories and 150 green industrial parks by 2027. Support qualified enterprises and parks to build zero-carbon factories and zero-carbon industrial parks according to local conditions, and form a number of replicable and popularizable experiences. Focus on key export areas such as lithium batteries, new energy vehicles and photovoltaic modules, support leading enterprises in the industrial chain to implement green low-carbon supply chain upgrading actions, explore supply chain carbon footprint management model, encourage open sharing of carbon emission data between upstream and downstream enterprises, and promote "Sichuan-made" products to go to sea in Sichuan.

(5) Improving the standard system of green manufacturing. Relying on Sichuan Green Manufacturing Standardization Technical Committee in Industrial Field, focusing on key areas such as energy efficiency and water efficiency, comprehensive utilization of resources, green manufacturing and carbon emission accounting, we formulate green manufacturing standard planning, encourage leading enterprises, industry associations, scientific research institutions and other parties to participate in the formulation of green manufacturing standards, and promote the formulation and revision of more than 10 advanced standards every year. Strengthen the dynamic evaluation and updating of the implementation of standards, regularly carry out standard-implementation training for key industries and enterprises, and create a number of typical benchmarks for standardized applications. We will strengthen international and domestic cooperation in advanced green and low-carbon standards, promote the transformation of advanced standards into industry standards and national standards, and strengthen the convergence and mutual recognition and trust with foreign standards in related fields.

(Six) improve the green manufacturing service system. We will accelerate the cultivation of suppliers of green manufacturing system solutions, select and publish more than 100 service institutions with comprehensive capabilities such as scheme consultation, R & D and design, integrated application, operation management and public services, and provide "one-stop" green low-carbon upgrading services for enterprises and parks. Establish a provincial green manufacturing expert service group, regularly carry out the special activities of "green diagnosis into parks and enterprises", and implement the public welfare services of delivering policies, technologies and standards. We will support universities and research institutes to add new energy storage, hydrogen energy, carbon capture, utilization and storage, green manufacturing and other green low-carbon fields in urgent need of specialties, and encourage enterprises to jointly carry out "order-based" training of talents with universities and research institutes to serve the green and low-carbon development of manufacturing industry.

(7) Shaping green manufacturing culture and value concept. Incorporate the concept of green manufacturing into the training system of enterprises and business operators, guide enterprises to integrate the requirements of green and low-carbon development into the construction of corporate culture and the production and life of employees, regularly publish green development reports such as ESG and sustainable development, and actively implement the concept of green development and fulfill social responsibilities. In conjunction with thematic activities such as World Environment Day, National Ecology Day, National Low Carbon Day and National Energy Conservation Publicity Week, the concept of "green manufacturing, responsible manufacturing and value manufacturing" is widely publicized, and advanced models of green manufacturing are selected and promoted to form a cultural ecology of government guidance, enterprise subject and public participation.

4. Safeguard measures

(1) Improve the dynamic evaluation mechanism. Incorporate the effectiveness of green manufacturing into the evaluation system of high-quality development of manufacturing industry, explore the establishment of evaluation index of green low-carbon development of manufacturing industry, formulate green evaluation indicators and evaluation methods for key regions and industries, regularly monitor and analyze core indicators, and guide local governments to take measures to promote green low-carbon development according to local conditions and industries.

(2) Increase financial support. We will coordinate existing support policies such as large-scale equipment renewal and intelligent transformation, and actively support eligible green manufacturing industry projects. We will implement preferential tax and fee policies for energy conservation, water conservation, environmental protection, comprehensive utilization of resources, and new energy. We will implement actions to enhance the capacity of the carbon market and improve the quality management of carbon emission data and the ability to clear and fulfill carbon emission quotas. We should optimize the policy of fiscal and financial interaction and guide the investment of financial capital and social capital.

(3) Strengthen green financial support.We will implement the Catalogue of Green Financial Support Projects and guide and encourage financial institutions and enterprises to participate in green financial activities. Make good use of the existing provincial-level financing risk compensation fund pool for modern industrial development and "Tianfu Series Industrial Loans" to provide financing support for eligible green low-carbon transformation projects by means of "government-bank" risk sharing and loan discount.

(Four) vigorously expand regional cooperation. Explore the mechanism of regional benefit sharing in the field of green and low carbon, and promote regional coordinated development. We will continue to expand international and domestic cooperation and strengthen exchanges with countries and regions along the "the Belt and Road" in clean energy, green equipment, green industry and green technology.
