Recently, the Zhejiang Provincial Department of Ecology and Environment issued a circular on public solicitation of opinions on the Action Plan for Improving Atmospheric Environmental Performance in Key Industries of Zhejiang Province (hereinafter referred to as the "Draft for Soliciting Opinions"), saying that in order to improve the level of air pollution prevention and control in key industries, the "Draft for Soliciting Opinions" was issued. In accordance with the requirements of the Action Plan for Continuous Improvement of Air Quality in Zhejiang Province (Zhe Zheng Fa [2024] 11) and the Guiding Opinions on Strengthening the Graded Management of Atmospheric Environmental Performance in Key Industries (Huan Ban Atmosphere [2026] 2), our office has organized and drafted the Action Plan for Improving Atmospheric Environmental Performance in Key Industries in Zhejiang Province. It is now open for comments. The main contents related
to the cement industry are summarized as follows:
I. Focusing on key industries such as coal power, thermal power, steel, cement, glass, petrochemical, chemical industry, domestic waste incineration and local characteristic industries such as textile dyeing and finishing, chemical fiber manufacturing, vigorously carry out the action of performance creation A. Supervise and guide steel, cement and domestic waste incineration enterprises to complete ultra-low emission transformation, and build A number of A-level enterprises with atmospheric environmental performance. By 2027, enterprises in key industries such as iron and steel, cement, petrochemical and glass in the province will basically reach A-level performance.
2. According to the requirements of the Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025, new and expanded projects such as iron and steel smelting, petrochemical industry, electrolytic aluminium, cement, ceramics and flat glass must reach the benchmark level of energy efficiency and A-level of environmental performance. Supporting local governments to promulgate policies to promote enterprises with the lowest level of performance to implement new, renovated and expanded projects, and upgrading existing projects to "bring the old with the new" for air pollution prevention and control, reaching the level of B or above in principle.
III. Grade A and Grade B enterprises that meet the relevant conditions of the Management Measures for the Positive List of Ecological Environment Supervision and Law Enforcement in Zhejiang Province shall be included in the positive list of ecological environment supervision and law enforcement in priority, so as to ensure that there is no disturbance. If the illegal acts are minor and corrected in time without causing harmful consequences, no administrative punishment shall be imposed according to law. Cement clinker production enterprises implement differentiated peak staggering production according to the results of performance rating, and advanced performance can reduce the number of days of peak staggering production according to the situation. During the warning period of heavy pollution weather, A-level performance enterprises can take emergency emission reduction measures independently, and take control measures for enterprises included in the exemption list. Explore the differentiated electricity price policy for key industries and enterprises based on performance level and energy consumption.
4. According to the technical guidelines for the classification of atmospheric environmental performance in key industries formulated by the state and our province, through data review and on-site verification, the performance review and evaluation of the declared enterprises shall be done in batches, and the on-site verification of the declared A-level enterprises shall be carried out with full coverage. For the approved enterprises, spot checks and reviews shall be organized every year, among which A-level enterprises shall be reviewed at least once every five years, and those that do not meet the requirements shall be rectified or downgraded, and the performance levels of enterprises shall be dynamically adjusted according to the procedures.
