On May 13, the Ministry of Industry and Information Technology issued the Notice on Organizing the Supervision of Industrial Energy Conservation in 2026. In accordance with the relevant provisions of the Energy Conservation Law of the People's Republic of China and the Measures for the Supervision of Industrial Energy Conservation (Decree No.58 of the Ministry of Industry and Information Technology), the competent departments

all provinces, autonomous regions, municipalities directly under the Central Government and the Sinkiang Production and Construction Corps shall, in order to strengthen the supervision of the whole process of energy conservation and carbon reduction, Vigorously promote industrial energy conservation and carbon reduction, actively and steadily promote and achieve carbon peak, and now organize and carry out industrial energy conservation supervision in 2026. Relevant matters are notified as follows:

I. Tasks

(I) Energy efficiency monitoring in key industries. In accordance with the mandatory energy consumption quota standards of relevant industries, as well as the requirements of energy efficiency benchmarking level and benchmark level, enterprises in iron and steel, synthetic ammonia, oil refining, ethylene, caustic soda, soda ash, methanol, polyvinyl chloride, electrolytic aluminium, industrial silicon, cement, flat glass, building and sanitary ceramics, computing facilities and other industries are monitored for energy conservation. In principle, from 2026 to 2027, the enterprises in the above industries in the region will be fully covered by energy-saving supervision (in 2026, the enterprises producing PVC by calcium carbide method will be fully covered).

(2) Energy efficiency monitoring of key industrial chains. In accordance with the requirements of mandatory energy consumption quota standards for relevant industries and mandatory energy efficiency standards for products and equipment, we focus on key industrial chains such as photovoltaic modules, wind turbines, power and energy storage batteries, water electrolysis and hydrogen production equipment, and carry out special energy-saving supervision for key enterprises in raw materials, manufacturing, terminal assembly and other links, focusing on checking energy consumption in the production process of enterprises and energy efficiency of major products.

(3) Energy efficiency monitoring of key energy-using equipment. In accordance with the mandatory energy efficiency standards for products and equipment, as well as the requirements of advanced level of energy efficiency, energy saving level and access level, enterprises included in the energy efficiency monitoring of key industries and key industrial chains shall carry out energy saving monitoring of energy-using equipment such as motors, transformers, fans, pumps, air compressors and industrial boilers, so as to ensure the energy efficiency of products and equipment. In conjunction with relevant departments, enterprises shall be urged to eliminate inefficient equipment that fails to meet the mandatory energy efficiency standards according to law.

(4) "Looking back" supervision on the implementation of the rectification of illegal enterprises in 2025. To carry out "looking back" on the illegal and illegal enterprises found in the industrial energy conservation supervision in 2025. 2. Work requirements

(1) Strictly standardize law enforcement. We will implement the Opinions of the General Office of the State Council on Strictly Regulating the Administrative Inspection of Enterprises (No.54, 2024), further standardize the procedures and measures for industrial energy conservation supervision, and effectively reduce the burden o f enterprises. Strengthen coordination and cooperation with relevant departments in the region, improve the cross-sectoral industrial energy conservation supervision mechanism, and promote the establishment of a joint disciplinary mechanism. Publicize the supervision of industrial energy conservation to the public in a timely manner, publish the list of illegal enterprises according to law, and take the initiative to accept social supervision.

(Two) strengthen capacity building. Make good use of the online platform of "National Industrial Energy Conservation Supervision Training", organize local industrial energy conservation supervisors to participate in training, and continuously improve the professional competence of law enforcement personnel. Promote the digital energy and carbon management center of industrial enterprises, online reporting of industrial energy conservation monitoring results and other technical means to ensure accurate and efficient industrial energy conservation monitoring. Encourage the use of provincial, municipal and county joint law enforcement, the introduction of third-party professional organizations to support and assist, and other ways to enhance the efficiency of industrial energy conservation monitoring.

(3) Strengthen the application of results. Enterprises with unreasonable energy use behavior and weak energy management foundation are found in industrial energy-saving supervision, and they are urged to speed up the implementation of energy-saving and carbon reduction transformation. Explore the application of industrial energy conservation monitoring results to enterprise carbon emissions, product carbon footprint and other accounting management, and promote data sharing. We will comprehensively promote industrial energy-saving supervision and diagnostic services for industrial energy-saving and carbon reduction, and energy-saving and carbon reduction transformation in key industries, so as to form a joint force for industrial energy-saving and carbon reduction.

(Four) do a good job in daily energy conservation supervision. To strengthen daily energy conservation supervision, the main contents include: the implementation of mandatory energy consumption quota standards and mandatory energy efficiency standards for products and equipment by enterprises in industries not covered by the national special industrial energy conservation supervision; The implementation of energy management systems such as the establishment of energy management systems in key energy-consuming enterprises, the establishment of energy management posts and the performance of energy management managers, the implementation of energy measurement, energy consumption statistics and energy utilization reporting systems, and the development of energy-saving education and training, etc. We will encourage a thorough investigation of industries that have not yet been included in the scope of monitoring, but whose energy consumption and carbon emissions are growing rapidly, so as to consolidate the data base for the implementation of the dual control system for carbon emissions. Daily energy-saving supervision should publish the results in time, follow up and supervise the implementation of rectification.

3. Work arrangements

(1) The Ministry of Industry and Information Technology will organize relevant institutions in due course to conduct special investigations on the development of industrial energy conservation supervision in various regions, as well as on the establishment of institutions, responsibilities and requirements, and capacity-building, and to listen to opinions and suggestions on further improving the efficiency of energy conservation and carbon reduction supervision. We will promote the strengthening of local industrial energy conservation and carbon reduction management and the capacity building of supervision and law enforcement. (2) The competent departments of industry and information technology at the provincial level shall, in light of the actual situation, formulate supervision plans, clarify the list of tasks and refine the working measures in order to achieve practical results.
