Earlier, the accident investigation team of the Datong District People's Government of Daqing City in Heilongjiang Province released an investigation report on the "June 20" general burning production safety accident of the Datong Xinhua Cement Co., Ltd. The accident resulted in one death and one minor injury, with a direct economic loss of about 1.7 million yuan, and also belonged to the late reporting of production safety liability accidents. , 2026, the company's fluidized bed furnace carried out manual drying operation, and the blower failed to start. Two newly recruited stokers opened the furnace door to check the working conditions in the furnace in violation of regulations when the blower had not been repaired, the central control permit had not been obtained, the negative pressure of the furnace had not been checked, and the anti-burning labor protection articles had not been worn as required. After the abnormal smoke overflow, the operators did not close the furnace door in time, and the high temperature flame in the furnace sprayed outward, causing two stokers to be burned. One of the stokers died on July 1 after being treated by various hospitals, while the other stoker was discharged after being hospitalized with minor injuries.
After investigation, the direct cause of the accident was the illegal and risky operation of the operators. There are some problems in enterprises, such as only carrying out oral safety education for new employees, failing to implement systematic training, lack of supervision on wearing labor protection articles, and inadequate daily maintenance of equipment. After the accident, the enterprise fails to report the accident within the legal time limit, which constitutes a late report. Local subdistrict offices have insufficient professional competence of supervisors, failing to identify relevant safety hazards; industry supervision departments are weak in normal dynamic tracking and supervision, failing to promote enterprises to consolidate the main responsibility of safety production.
The investigation team determined that the accident was a general accident of production safety responsibility caused by the illegal operation of workers. The accident investigation team suggested that the enterprise and its legal representative should be given administrative punishment; the two operators and the factory director involved should be dealt with internally by the enterprise; the discipline inspection and supervision organ should deal with the relevant personnel responsible for supervision in accordance with the rules and regulations.

The company has established the responsibility system for safe production, post operation rules and posted them on the wall, formulated contingency plan, and equipped the stoker with protective masks, labor protective clothing, labor protection shoes and other labor protection articles. Xinhua Cement Co., Ltd. did not formulate a safety education plan, did not carry out systematic in-plant training (only through oral training), and did not carry out emergency rescue drills.
