Recently, the three northeastern provinces have issued proposals for "anti-involution", "anti-unfair competition" and high-quality and standardized operation of the cement industry. It was led by Liaoning Building Materials Industry Association (September 1), Jilin Building Materials Industry Association (September 3) and Heilongjiang Cement Association (September 3) respectively, and jointly issued by various cement production enterprises in the province. The three proposals are based on the implementation of the national call for "anti-involution" and "anti-unfair competition" and the "Work Plan for Steady Growth of Building Materials Industry (2025-2026)" issued by six ministries and commissions in 2025. The core can be summarized into four points:
First, resist dumping at low prices and maintain market order. Enterprises
are required to strictly abide by the Price Law, the Anti-Unfair Competition Law and the Anti-monopoly Law , resolutely put an end to such acts as dumping below cost and squeezing out competitors, and actively respond to the special action of the General Administration of Market Supervision to "break the wall" and reshape the industry ecology.
2. Establish cost accounting model and standardize the operation of the industry.
The Association shall formulate the General Rules for Cost Accounting Models of the Provincial Cement Industry, unify the provincial cost accounting standards, resolutely stop and correct the sales below the cost, and submit the standards to the market supervision departments at all levels for supervision.
3. Strictly control the bottom line of quality and enhance the image of the industry.
Strictly enforce the mandatory national standards, do not adjust the proportion in violation of regulations, strictly prohibit the addition of unauthorized industrial waste residues, strictly control water-soluble hexavalent chromium and radioactivity, and resolutely resist the "sub-optimal, inferior-optimal" type of low-price dumping. Cooperate with the quality supervision department to strengthen supervision, inspection and investigation.
4. Promoting energy conservation, carbon reduction and ultra-low emission transformation. We
will implement the "double carbon" strategy, strictly implement the capacity replacement measures , promote the unification of actual production capacity and registered production capacity, not exceed the registered production, eliminate inefficient production capacity with excessive energy consumption, and accelerate the green low-carbon transformation of energy efficiency benchmarks. The
three proposals call on cement enterprises in all provinces to abandon disorderly involution, adhere to compliance management and quality green development, and jointly get out of the price war quagmire, so as to build a solid building material support for the overall revitalization of Northeast China.
