Recently, the Department of Economy and Information Technology of Sichuan Province and the Department of Ecology and Environment of Sichuan Province jointly issued a notice on further improving the differentiated peak staggering production of cement industry (Sichuan Jingxin Material [2026] 7).

In order to further promote the green, low-carbon and high-quality development of the cement industry, Enterprises in the cement industry are encouraged to actively carry out ultra-low emission transformation, paper-making white mud co-disposal and special cement production. According to the Notice on the Issuance of the Implementation Plan for the Ultra-low Emission Transformation of the Cement Industry in Sichuan Province and the Implementation Plan for the Ultra-low Emission Transformation of the Coking Industry in Sichuan Province (Chuanhuan Letter [2024] 416) and the Notice on the Issuance of the Detailed Rules for the Implementation of the Normalized Peak-staggering Production Management of the Cement Industry in Sichuan Province (Chuanhuanxin Regulation [2024] 5), The supplementary notice of relevant policies is as follows.
1. Implementation of the differentiated peak-shifting policy
for ultra-low emission transformation For cement clinker production lines that have completed ultra-low emission transformation and have been publicized in accordance with regulations, the number of days of annual peak-shifting production benchmark tasks shall be reduced or exempted according to the following standards:
After confirmation, it will be reduced for 15 days.
(2) If the three-part transformation of organized and unorganized emissions and clean transportation is completed and publicized, it shall be reduced or exempted for 20 days after confirmation.
(3) If the three-part transformation of organized, unorganized emissions and clean transportation is completed and publicized, and the performance rating of heavily polluted weather is A-level, 25 days will be reduced or exempted after confirmation. The
implementation of the differentiated peak-shifting policy
for the co-processing of papermaking lime mud shall be based on the determination of the proportion of the daily average lime mud processing capacity to the daily average actual clinker output in the first 12 months of the current month (normal production days), and shall be implemented according to the following standards:
(I) If the proportion is less than 5%, no reduction or exemption shall be granted.
(2) If the proportion reaches 5% (including) to 10% (excluding), the annual benchmark task will be reduced by 5%.
(3) If the proportion reaches 10% (including) to 20% (excluding), the annual benchmark task will be reduced by 10%.
(4) If the proportion reaches 20% or more, the annual benchmark task will be reduced by 20%.
III. The implementation of the stepped peak-staggering policy
for the production of special cement shall be based on the determination of the proportion of the output of special cement in the total output of cement of the enterprise in the first 12 months of the current month, and shall be implemented according to the following standards:
(I) If the proportion is less than 30%, no reduction or exemption shall be granted.
(2) If the proportion reaches 30% (including) to 50% (excluding), the annual benchmark task will be reduced by 30%.
(3) If the proportion reaches 50% (including) to 70% (excluding), the annual benchmark task will be reduced by 50%.
(4) If the proportion reaches more than 70% (inclusive), it shall be exempted from carrying out the annual peak staggering production benchmark task.
IV. Work requirements
The identification, management, supervision and implementation validity period of the above differentiated policies shall be implemented in accordance with the relevant provisions of the Detailed Rules for the Implementation of Normalized Peak-staggering Production Management in the Cement Industry of Sichuan Province (Chuan Jing Xin Gui [2024] No.5). Municipal (state) economic and information bureaus and ecological environment bureaus are invited to strengthen policy publicity and actively organize qualified enterprises to declare according to regulations, so as to ensure the effectiveness of policies and promote the healthy and orderly development of the industry.
