1. Key tasks

(1) Iron and steel industry. Promote energy-saving and carbon-reducing transformation of key processes and devices such as blast furnaces and converters, apply advanced technologies such as large-scale pellet smelting, top pressure gas recovery, oxygen-enriched hot blast stoves, and promote the interface connection technology between processes such as molten iron tank to the end, hot charging and hot delivery. (4) Oil refining and ethylene industry. We will accelerate the upgrading of atmospheric and vacuum distillation units with a capacity of less than 10 million tons per year, catalytic cracking units with a capacity of less than 1.5 million tons per year, continuous reforming units with a capacity of less than 1 million tons per year, hydrocracking units with a capacity of less than 1.5 million tons per year, naphtha cracking units with a capacity of less than 800,000 tons per year to produce ethylene and open delayed coking units. Technologies such as vacuum pumping at the top of atmospheric and vacuum distillation units, low coke formation in catalytic cracking (cracking) units, liquid phase hydrogenation of aviation kerosene, low-carbon deep processing of heavy and inferior residual oil, high-efficiency catalytic cracking flue gas turbine, and cascade utilization of high-pressure steam are applied to optimize the heat exchange network and low-grade heat utilization. Support integrated refining and chemical enterprises to deepen the integration and optimization of steam, hydrogen and fuel gas systems. Promote by-product hydrogen and green hydrogen to replace fossil energy to produce hydrogen.

(5) Methanol and synthetic ammonia industry. We will accelerate the upgrading of equipment and processes such as coal-to-methanol under 1 million tons per year, fixed-bed intermittent gasification, and purification of feed gas for ammonia synthesis by copper washing. We will promote the transformation of coal gasifiers and high-pressure synthesis towers for energy conservation and carbon reduction, and promote technologies such as water-cooled wall coal-water slurry gasification, low-pressure ammonia synthesis, high-efficiency catalysts, isothermal transformation, and methanol rich liquid residual pressure power generation. Promote carbon dioxide to produce methanol, degradable plastics, dimethyl carbonate and other products. Make rational use of by-product hydrogen and green hydrogen to produce synthetic ammonia, develop biomass gasification to produce green methanol according to local conditions, and support the industrialization test and application of low-cost carbon dioxide capture and conversion hydrogen production technology.

(6) Coal and electricity industry. Steady and orderly shutdown of a number of qualified 300000 kilowatt and below coal-fired power units. We will promote the energy-saving and carbon-reducing transformation of 300000 kilowatt and above coal-fired power units in service, determine the transformation path according to the "one machine, one policy", and implement mature technological transformation such as steam turbine flow improvement, low nitrogen and high efficiency combustion of boilers, unit cold end optimization, cascade utilization of flue gas waste heat, and global intelligent centralized control, so as to reduce the coal consumption of power supply. We will promote the implementation of a new generation of special actions to upgrade coal-fired power, and implement flexible transformation such as fast regulation, deep regulation and wide load operation. 2. Support measures

(1) Strengthen financial support and guarantee. We will actively strive for the support of national policies such as investment in the central budget, ultra-long-term special treasury bonds and re-loans for scientific and technological innovation and technological transformation, and give priority to recommending projects whose energy efficiency has reached the benchmark level after transformation. We will make overall use of special financial funds and financial discount policies such as the construction of a strong manufacturing province in Jiangsu Province to support the implementation of energy-saving and carbon-reducing transformation projects in key industries. Support benchmarking enterprises to summarize and popularize advanced energy-saving technology, energy-using equipment and management experience, and play a leading and radiation-driven role in demonstration. To guide the production capacity whose energy efficiency is better than benchmark level, we should do our best to promote the transformation of projects whose energy efficiency does not meet the mandatory energy consumption limit standard and the benchmark level, and strive to reach the benchmark level. (4) Deepening financial support for transformation. 3. Organization and implementation

(1) Comprehensive arrangement.
