In order to thoroughly implement the national call spirit of "Anti-Involution" and "Anti-Unfair Competition", Combining with the requirements of the Work Program for Steady Growth of Building Materials Industry (2025-2026) issued jointly by six ministries and commissions in 2025, we will promote the high-quality development of the cement industry in Liaoning Province, earnestly maintain the market order of fair competition, resolutely curb the "involution" low-price dumping, and strive to build a stable and stable cement industry in Liaoning Province. Liaoning Provincial Building Materials Industry Association, together with the cement production enterprises in the province, issued the following proposals:
First, resolutely resist unfair competition such as dumping at low prices. To maintain a healthy market order
, all cement production and operation enterprises shall strictly abide by the Price Law of the People's Republic of China, the Anti-Unfair Competition Law of the People's Republic of China, the Anti-monopoly Law of the People's Republic of China and other laws and regulations, resolutely put an end to illegal acts such as dumping products at prices below cost and excluding competitors, and reverse the chaotic operation of the industry.
Enterprises should actively respond to the special action spirit of "breaking the wall" of the State Administration of Market Supervision and Administration, take the initiative to reshape the industry ecology and ensure a virtuous circle of the industrial chain.
2. To study and establish the cost accounting model of the cement industry in the whole province and improve the operation norms
of the industry, the association shall organize the study and formulation of the General Principles for the Cost Accounting Model of the Cement Industry in Liaoning Province, and establish a unified cost accounting standard for the cement industry in the province. The behavior of selling below cost must be resolutely stopped and corrected. Relevant standards will be submitted to market supervision and management departments at all levels, and enterprises must consciously accept the supervision and inspection of market supervision and management departments.
All cement production and operation enterprises shall, in strict accordance with national laws, regulations and accounting standards, conduct accounting and pay taxes in accordance with the law, so as to achieve standardized operation.
3. To strictly implement the national cement product quality standards and enhance the overall market image
of the industry, the industry must adhere to the bottom line of quality. All cement enterprises should strictly implement the national mandatory standards and norms, not adjust the product ratio in violation of regulations, and strictly prohibit the addition of industrial waste residues without standard permission. We will strictly control indicators such as water-soluble hexavalent chromium and radioactivity that affect human health and safety, and resolutely resist the practice of dumping at low prices by lowering quality standards.
Industry associations will coordinate quality supervision departments to strengthen quality supervision and inspection of cement market, identify and deal with all kinds of quality violations and violations of production licenses according to law, curb violations of laws and regulations, and maintain a good market competition order.
4. Actively promote the technological transformation of energy saving, carbon reduction and ultra-low emission, and continuously reduce the energy consumption level
of the industry. Enterprises should take the initiative to implement the national "double carbon" strategy, comprehensively implement the policy requirements of the "Work Programme for Steady Growth of Building Materials Industry (2025-2026)" issued by the Ministry of Industry and Information Technology and other six ministries and commissions, and strive to achieve the goal. Strictly implement the capacity replacement measures, promote the unification of actual capacity and record capacity, do not exceed the record capacity, and eliminate inefficient capacity with excessive energy consumption and backward technology.
It is proposed that all enterprises should continue to benchmark the energy efficiency of the industry, speed up the green low-carbon transformation, promote the production line to achieve energy saving, carbon reduction and ultra-low emissions, fully implement industry self-discipline, resolutely curb the imbalance between supply and demand and the damage of overcapacity to the healthy development of the industry, and create a new situation of industry capacity management. The development trend of the
industry directly determines the survival situation of the enterprise. Only when the industry is booming, can enterprise develop steadily. When the development of the industry is cold, the enterprise will inevitably fall into business difficulties. A healthy, competitive and orderly market environment is inseparable from the joint maintenance of practitioners in the whole industry. We call on all cement enterprises in Liaoning Province to actively respond to this initiative, unite their efforts, adhere to self-discipline, take the initiative to jump out of the internal friction of disorderly low-price competition, adhere to compliance management, adhere to the direction of quali ty first and green development, and work together to lead Liaoning cement industry out of the quagmire of low-level price war, so as to promote the development of Liaoning cement industry.
