It is reported that from September 1 to 25, 2023, the first provincial eco-environmental protection supervision group carried out the second round of provincial eco-environmental protection supervision in Nanchang City, and clearly pointed out in the feedback that there were serious loopholes in the p rotection and control of ships and wharfs in the opening area. The wharf of Jiangxi Ganjiang Conch Cement Co., Ltd. and the other three wharfs in the area have common pollution problems, which violate the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Water Pollution on the prevention of water pollution by ships and related operating units.
Inspectors specifically found that Conch Cement's wharf has the problem of long-term idleness of ship sewage and waste oil recovery tanks, simple or even missing records of ship garbage and oil sewage transfer, and the online supervision of the whole process of electronic manifest system is a mere formality, failing to effectively fulfill the main responsibility of pollution prevention and control. In the same period, the pollution problem of other wharfs was more serious. Of the 22.03 tons of oily sewage received by Longtougang Comprehensive Wharf in Nanchang since May 2022, 19.4 tons were unknown; Rain and sewage diversion of Changbei Flood Control Wharf is not in place, materials are piled up in the open air to pollute Ganjiang River, 9.63 tons of oily sewage are not transported according to regulations, the water body of Happy Gate beside it is dark black, and the concentration of ammonia n itrogen is 2.08 times higher than standard of Class III surface water, which belongs to inferior Class V water, reflecting that there are obvious shortcomings in the supervision of pollution prevention and control of wharfs in the region.
In view of the pollution problems of ships and wharfs, including conch cement wharfs, Nanchang Jingkai District has made clear the goal of rectification to standardize the pollution prevention and control work of relevant enterprises and improve the level of supervision, and has set a time limit for rectification for the end of March 2024 and persisted for a long time. In order to promote the closed-loop rectification of the problem, the Economic Development Zone has taken many measures to strengthen the rectification: on the one hand, it urges the terminal enterprises to upgrade and transform the pollution prevention and control facilities, strictly implements the closed-loop management of the whole process of receiving, transferring and disposing of ship pollutants, promotes the use of the "Ship E Line" system and uploads the measurement pictures to ensure the authenticity and validity of the electronic manifest data; On the other hand, it focuses on the relevant units such as Conch Cement Terminal, supervises them to implement the transfer system of pollutants from ships in port, comprehensively carries out the collection and treatment of ship garbage and oily sewage, improves the transfer records and implements the supervision of the whole process of electronic manifest, and strengthens the publicity and guidance of ships in port to ensure the transfer of pollutants in accordance with regulations.
