Recently, the Qingdao Municipal Market Supervision and Administration Bureau officially announced the results of the third batch of special supervision and spot checks on the quality of industrial products in 2025. The announcement showed that in the spot checks covering 13 kinds of industrial products, two batches of cement products were judged to be unqualified because the quality indicators did not meet the standards, involving two fields of production and circulation. The related problem products have entered the follow-up disposal process.
It is reported that the supervision and spot check work is carried out in accordance with the Product Quality Law of the People's Republic of China, aiming at strengthening the supervision of industrial product quality and building a strong line of defense for product quality and safety. A total of 122 batches of products produced and operated by 91 enterprises were inspected, among which cement products, as the core basic materials of construction projects, were included in the scope of key spot checks, and the samples involved 16 batches in the production field and 14 batches in the circulation field. It covers many cement production and sales enterprises in Qingdao and its surrounding areas.
According to the published results of spot checks, the problem of two batches of unqualified cement products is more typical. Among them, the slag Portland cement (P. S. B 42.5) sold by Shenghe Xuan Building Material Store in Chengyang District in the circulation field was found to be unqualified in the average value of compressive strength-28d compressive strength and its components. The composition problem specifically relates to the fact that one of the main mixing material granulated blast furnace slag/slag powder, the alternative mixing material fly ash or pozzolanic mixing material, and limestone does not meet the standard requirements. production field has the problem that the fineness (45 μm square sieve residue) does not meet the standard. The inspection units of the above two batches of products are Yantai Standard Metrology Inspection and Testing Center, and the sampling dates are June 17 and June 10, 2025, respectively.
Industry insiders pointed out that the quality of cement is directly related to the structural safety and service life of construction projects, and there are serious potential safety hazards in the unqualified items detected this time. If the compressive strength is not up to the standard, the bearing capacity of concrete will be insufficient, which will easily lead to "tofu dregs engineering" problems such as deformation, cracking and even collapse of building structures. If the components do not meet the standard, the setting and hardening performance and durability of cement will be directly affected, and the service life of buildings will be shortened. If the fineness exceeds the standard, the hydration speed and strength development of cement will be reduced, which will affect the quality and progress of construction.
In view of the unqualified products found in this spot check, Qingdao Municipal Market Supervision and Administration has started the post-processing work according to law, and will urge relevant enterprises to stop producing and selling unqualified products, take measures such as recall and rectifica tion to eliminate potential quality and safety hazards, and investigate the legal liability of relevant enterprises according to law. At the same time, the regulatory authorities remind construction units, building materials purchasers and consumers that when choosing and purchasing cement products, they should carefully check the product packaging labels such as variety code, strength grade, producer information and factory number, and give priority to the products of enterprises that have passed the spot check by the market regulatory authorities, and if necessary, through official channels. Avoid purchasing and using unqualified cement. The results of this
