Announcement of Acceptance of Environmental Impact Assessment for Technical Transformation Project of Co-disposal of Hazardous Waste in a Cement Kiln in Guizhou

On January 8, the Department of Ecology and Environment of Guizhou Province issued the "Announcement of Acceptance of Environmental Impact Report on Technical Transformation of HW08 Project for Co-disposal of Hazardous Wastes in Cement Kilns of Guizhou Rino Environmental Protection Technology Co., Ltd.", with the publicity period from January 8, 2026 to January 21, 2026 (10 working days).

The EIA shows that the project is located at No.10 Happy Road, Maoshi Town Street, Tongzi District, Zunyi City, Guizhou Province (in the existing factory area of Guizhou yuanjin Cement Co., Ltd.), and the construction unit is Guizhou Rino Environmental Protection Technology Co., Ltd. with a total investment of 16 million yuan. Among them, the environmental protection investment is 90000 yuan, which belongs to the technical transformation project, relying on the existing 5000 t/d cement clinker production line of Guizhou yuanjin Cement Co., Ltd.

This technical transformation is planned to be carried out on the basis of the existing co-disposal of hazardous wastes HW08 project. The existing co-disposal project collects and disposes of 100,000 tons of HW08 hazardous wastes annually. This technical transformation is planned to take 54,000 tons of oil-based rock cuttings and oil sludge for comprehensive utilization. The remaining HW08 and the newly added HW12 and HW49 will be co-disposed with the existing projects. After

this technical transformation, the total disposal scale of the project is 100,000 t/a, of which 54,000 tons of HW08 wastes are collected for comprehensive utilization (reduction and recycling), and the ash and slag produced in the process of comprehensive utilization are co-disposed; The remaining 46,000 t/a hazardous wastes collected (including 44,000 t/a HW08 hazardous wastes, 900-252-12 (1,000t/a) HW12 dye and coating wastes, and 900-041-49 (1,000t/a) HW49 other wastes) are directly sent to the cement kiln for co-processing; At the same time, the technical transformation project is supported by environmental protection facilities.
