The overall plan

of energy-saving and carbon-reducing transformation of key industries in Tianjin is to do a good job of energy-saving and carbon-reducing work at a higher level and with higher quality, and to support the completion of the "15th Five-Year Plan" energy-saving and carbon-reducing target tasks. This plan is formulated in accordance with the requirements of the Notice of the National Development and Reform Commission and Other Departments on the Three-year Action for Energy Conservation and Carbon Reduction in Key Industries (FGHZ [2026] No.698) and in combination with the actual situation of our city.

First, the overall requirements

are to consistently adhere to the principle of giving priority to conservation, strengthen the management of key energy-using and carbon-emitting units, further promote energy-saving and carbon-reducing transformation in key industries, comprehensively improve the level of energy and carbon efficiency in the industry, and provide strong support for promoting and achieving carbon peak. By the end of 2028, the production capacity of key industries below the energy efficiency benchmark level will be cleared, the proportion of production capacity of oil refining, cement, methanol and synthetic ammonia industries reaching the current energy efficiency benchmark level will be maintained at 100%, and the proportion of production capacity of steel, flat glass, ethylene, coal and electricity industries reaching the current energy efficiency benchmark level will be increased by an average of 15 percentage points. 2. Key tasks

(1) Strengthen the main responsibility and formulate specific plans. Enterprises in key industries (Annex 1) are the main body responsible for the implementation of energy-saving and carbon reduction transformation. They should carry out in-depth energy audit and energy-saving diagnosis, focus on the main processes, key equipment and key links, comprehensively sort out and investigate the outstanding problems of energy utilization and the application potential of high-efficiency energy-saving technology and equipment, formulate specific plans in accordance with the actual situation, and refine and clarify the transformation content, implementation path and time limit.

(2) Benchmarking energy efficiency standards and determining task objectives. Give full play to the driving role of energy saving and carbon reduction standards, establish and update the list of energy efficiency levels of enterprises in key industries (Annex 2) on an annual basis, and implement policies according to the level of energy efficiency benchmarks and benchmarks. For enterprises with energy efficiency reaching the benchmark level, the accumulated energy saving amount formed by implementing energy-saving transformation in 2026-2028 shall not be less than 3% of the energy consumption of enterprises in 2025; for enterprises with energy efficiency reaching the benchmark level but not reaching the benchmark level, the energy saving amount shall not be less than 6%; for enterprises with energy efficiency not reaching the benchmark level, the energy saving amount shall not be less than 9%.

(3) To clarify the transformation plan and speed up the implementation of the project. According to the advanced level of energy efficiency in the standard industry, we will continue to tap the potential of energy conservation and carbon reduction, plan, reserve and implement a number of transformation projects, establish and dynamically update the list of energy conservation and carbon reduction transformation plans for enterprises in key industries (Annex 3), and ensure that key processes and production facilities should be improved as much as possible, and that the level of energy efficiency and carbon efficiency of enterprises in key industries should be improved as much as possible. Regularly schedule the project progress, coordinate and solve the existing problems, speed up the project construction progress, and form the actual energy saving, coal reduction and carbon reduction effect as soon as possible.

3. Safeguard measures

(1) Strict supervision and management. Enterprises in key industries shall report the progress of energy saving and carbon reduction transformation to the District Development and Reform Commission at the end of each quarter, and the District Development and Reform Commission shall summarize and submit it to the Municipal Development and Reform Commission. The Municipal Development and Reform Commission, together with the relevant municipal departments, shall strengthen the daily dispatch, supervision and management of energy-saving and carbon-reducing transformation in key industries, take the implementation of energy-saving and carbon-reducing transformation in key industries as the focus of energy-saving supervision, and verify the energy consumption per unit product of enterprises and the energy efficiency of key energy-using equipment as an important basis for the implementation of supporting policies such as investment and price.

(2) Strengthen technical support. Organize policy interpretation and business training for energy conservation and carbon reduction, conduct in-depth on-site research, widely listen to opinions and suggestions, publicize and promote advanced experience and typical cases, and continuously stimulate the endogenous power of energy conservation and carbon reduction in enterprises. Promote energy-saving services into enterprises, fully mobilize professional forces such as industry associations, research institutions and energy-saving service institutions, innovate service modes, improve service level, and provide enterprises with high-quality comprehensive services of contract energy management, such as diagnosis, design, integration and transformation.

(3) Strengthen policy incentives. We will actively strive for policy support such as investment from the central budget and ultra-long-term special treasury bonds, give full play to the guiding role of municipal special funds for energy conservation and carbon reduction, and strengthen support for the implementation of energy conservation and carbon reduction projects in key industries. The carbon dioxide emissions reduced by enterprises in key industries through the implementation of energy-saving and carbon reduction transformation shall be given priority as the replacement source of carbon emissions for the new (renovation and expansion) construction of "two high" projects. We will promote the implementation of supporting policies such as price, tax, finance and carbon emissions trading.
