Multiple changes! Bidding for 100M W PV EPC Project is finally stopped

On August 28, Huaneng Zhongfeng Qinxian 100 MW Photovoltaic Power Generation EPC General Contracting Tender Termination Announcement was issued.

The announcement shows that after the issuance of the tender announcement and tender documents for the project, due to significant substantive changes in the scope of project procurement, the original tender document procurement content, demand scope and implementation boundary are no longer applicable to the original tender scheme, and the continued promotion will not be able to match the latest procurement requirements. The

subsequent project will re-implement the bidding and procurement procedures according to the latest procurement scope and requirements.

It is worth noting that the project has undergone several rounds of adjustment before the termination of the EPC tender.

On July 12, the tenderer Shanxi Zhongfeng Ecological Agriculture Co., Ltd. first changed the contact person of the EPC project;

Then on July 23, the tenderee extended the deadline for submission and bid opening of the EPC project from 9:30 (Beijing time) on August 1, 2026 to 9:30 (Beijing time) on August 31, 2026. The announcement did not specifically disclose the reasons for the delay.

By August 7, the EPC project general contracting tender had been changed twice, canceling the original tender announcement project profile and the scope of the tender, "completing the feasibility study, survey and design of the target project." Including but not limited to: photovoltaic area, 110kV booster station, 35kV power collection line, 110kV transmission project, 110kV Dingchang station interval reconstruction, temporary road, formal access and maintenance road and other survey and design work.

However, after several changes, the EPC general contracting of the project was finally terminated due to significant substantive changes in the scope of project procurement.

It is understood that the project is located in the barren hills on the north side of Songcun Town, Qinxian County, Changzhi City, Shanxi Province. The land type is mainly other grasslands, and the photovoltaic area covers an area of about 3200 mu. The installed capacity of AC side in this phase is 100MW , and the installed capacity of DC side is 118.79712MWp. N-type 720 Wp monocrystalline silicon double-sided double-glass battery modules and more than 300 kW series inverters are used, and 35 kV American booster box transformer is used for boosting and then connected to the proposed 110 kV booster station.
