Opinions on
the Implementation of the Special Action of "Artificial Intelligence + Manufacturing" Opinions on the Implementation of the Special Action of "Artificial Intelligence + Manufacturing" Artificial intelligence accelerates the deep integration with the real economy and profoundly changes the production mode and economic form of manufacturing industry. It has become a key variable to drive industrial upgrading and reshape the global pattern. In order to implement the Opinions on Deeply Implementing the "Artificial Intelligence Plus" Action, accelerate the integration and application of artificial intelligence technology in manufacturing industry, create new quality productivity, and enable new industrialization in an all-round, deep-seated and high-level manner, this implementation opinion is formulated.
First,
under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, fully, accurately and comprehensively implement the new development concept, speed up the construction of a new development pattern, and coordinate development and security. We should adhere to innovation-driven, scenario-driven, market-led, secure and credible, open and shared, inclusive and inclusive, grasp technology supply at one end, promote "intelligent industrialization", grasp enabling applications at the other end, accelerate "industrial intelligence", strengthen industrial ecology as a whole, and promote the deep integration of artificial intelligence technology innovation and industrial innovation. Intelligent, green and integrated development of manufacturing industry will strongly support the construction of manufacturing power, network power and digital China.
By 2027, the key core technologies of AI in China will be supplied safely and reliably, and the industrial scale and empowerment level will be in the forefront of the world. Promote the in-depth application of 3-5 general models in the manufacturing industry, form a characteristic and full-coverage industry model, launch 1000 high-level industrial agents, create 100 high-quality data sets in the industrial field, and promote 500 typical application scenarios. Cultivate 2-3 eco-leading enterprises with global influence and a number of specialized and new small and medium-sized enterprises, create a number of enabling application service providers who "understand intelligence and are familiar with the industry", and select 1000 benchmarking enterprises. Build the world's leading open source ecosystem, improve security governance capabilities in an all-round way, and contribute to the development of artificial intelligence in China.
Second, build a foundation for innovation: consolidate the enabling base
of artificial intelligence (1) Strengthen the supply of artificial intelligence computing power. Promote the coordinated development of hardware and software of smart chips, and support breakthroughs in key technologies such as high-end training chips, end-side reasoning chips, artificial intelligence servers, high-speed interconnection, and intelligent cloud operating systems. Promote the layout of high-level intelligent computing facilities in an orderly manner, accelerate the construction of a national integrated computing network monitoring and dispatching platform, and promote the efficient use of computing resources. We will carry out pilot projects of intelligent computing cloud services, promote the deployment of large model integrated machines, edge computation servers and industrial cloud computing power, and enhance the supply capacity of intelligent computing resources.
(2) Develop high-level industry models. Support the innovation of model training and reasoning methods, and develop high-performance algorithm models adapted to the real-time, reliability and safety characteristics of manufacturing industry. Cultivate large models of key industries, develop the "cloud-edge-end" model system, and continuously improve the generalization ability. Create small models for industrial subdivision scenarios and encourage collaborative innovation of large and small models. Promote the lightweight deployment of models and accelerate the application in industrial scenarios. Build a model public service platform to provide high-level model and supporting tool services. Support the construction of a large model evaluation benchmark system, create an authoritative list, regularly publish the evaluation results, and drive the technology to upgrade iteratively.
(3) Carry out the action of "modulus resonance". Promote the establishment of enterprise chief data officer system, continue to promote the implementation of national standards for data management capability maturity, and consolidate the foundation of enterprise data governance. To sort out the list of data resources adapted to the needs of industry models, publish guidelines for the construction of high-quality data sets in manufacturing industry, make good use of carriers such as digital transformation promotion centers in manufacturing industry, and promote the transformation of basic data into high-quality industry data sets, so as to achieve "model reference". To guide enterprises to strengthen the capacity building of data engineering, promote the deep integration of enterprise data development and model construction, explore the establishment of an integrated mechanism of "data collaboration, model training, application development and security assurance", and realize "modeling with data".
3. Intelligent upgrading: expanding and promoting high-value application scenarios
(4) Accelerating application empowerment in key industries. Deeply carry out the "deep travel" activities of AI enabling new industrialization, and organize high-level experts, enterprises, research institutions and other enabling service groups to go deep into industries, localities and parks. Build an artificial intelligence application docking platform to promote accurate matching between supply and demand. With reference to the Guidelines for the Transformation of Key Industries of Artificial Intelligence Enabling Manufacturing Industry (see Annex 1), the application panorama and transformation roadmap of "Artificial Intelligence + Manufacturing" industry are classified and formulated to speed up the application of benchmarking solutions and experience in key manufacturing industries such as enabling raw materials, equipment manufacturing, consumer goods, electronic information, software and information technology services.
(5) Accelerating the transformation and upgrading of the whole process. Systematically combing the application scenarios of key links, deepening the gradient cultivation of intelligent factories, promoting the deep embedding of large model technology into the core links of production and manufacturing, transforming the whole process of R & D and design (incl uding industrial design), pilot verification, production and manufacturing, marketing services, operation and management, etc. Enhance the ability of auxiliary design, simulation model construction, production scheduling, equipment predictive maintenance and so on.
-R & D and design. We will focus on promoting intelligent aided design, software code-aided writing, drug research and development, and create a new R & D and design model with personalization, low cost and high efficiency. Strengthen the construction of industrial R & D data sets and open source sharing, explore the establishment of AI prediction results evaluation system, enhance the ability of engineering technology innovation, and dredge the "barrier lake" of AI scientific discovery.
-Pilot verification. We will vigorously promote the intelligent transformation of pilot test, accelerate the application of virtual simulation, multi-modal fusion and other technologies in the pilot test, optimize the process flow, improve the efficiency of pilot test and reduce the cost of test through comprehensive perception, real-time analysis, scientific decision-making and precise execution.
-Production and manufacturing links. Deepen the application of artificial intelligence technology in industrial core process control, process optimization, production scheduling and other links, and promote intelligent production process analysis, decision-making and execution. Promote industrial quality inspection technologies such as machine vision and unmanned intelligent inspection, strengthen real-time monitoring and predictive maintenance of production lines, improve the accuracy of equipment fault identification, and realize safety production risk warning and event warning.
-Marketing service link. Promote intelligent customer service, digital people and commodity three-dimensional models, focus on breakthroughs in personalized recommendation, customized after-sales, service extension, etc., develop functions such as answering questions and training based on artificial intelligence technology, improve pre-sale, in-sale and after-sales service experience, and enhance service value.
-Operation and management. Give full play to the ability of large model reasoning and prediction, accelerate the intelligent upgrade of order processing, sales forecasting, inventory early warning and other links, and optimize supply chain management. Use large model analysis and generation capabilities to enhance the management capabilities of enterprises in strategy, human resources, finance, risk and so on.
(6) Improving the application level of key enterprises. Carry out intelligent maturity assessment of manufacturing enterprises, implement the Guidelines for the Application of Artificial Intelligence in Manufacturing Enterprises (see Annex 2), and provide implementation path and method guidance for the transformation and upgrading of enterprise intelligence. Leading enterprises and central state-owned enterprises are encouraged to try first, provide large-scale application scenarios, develop and apply industrial agents, and explore new models of AI enabling manufacturing. Deeply implement the special action of digital empowerment for small and medium-sized enterprises, support small and medium-sized enterprises to carry out digital and intelligent transformation, and accelerate the replication and promotion of artificial intelligence applications for small and medium-sized enterprises.
(7) Promoting the popularization and application of key regions. Build and open a number of "artificial intelligence + manufacturing" application scenarios to create innovative highlands with industry characteristics. Relying on the advantages of national independent innovation demonstration zones, national high-tech zones, national economic development zones, such as resource gathering and talent-intensive, we will accelerate the large-scale landing of new products, new services and new formats of AI. We will support advanced manufacturing clusters and digital industrial clusters to carry out artificial intelligence enabling applications, and promote the intelligent transformation and upgrading of regional manufacturing industries.
(8) Promoting intelligent upgrading in key areas. We will strengthen the coordination between artificial intelligence and information and communication networks, promote the integration and empowerment of artificial intelligence and industrial Internet platform, develop data sets, large models and agents for infrastructure such as industrial Internet, and promote the in-depth application of artificial intelligence technology in infrastructure planning, construction, operation and maintenance. We will deepen the integration and application of artificial intelligence technology in the field of green manufacturing, and develop and promote intelligent and green collaborative solutions to meet the needs of energy and carbon emission management, resource recycling and other scenarios. Build a number of industry-oriented application security solutions, speed up the application of large security models and agents, build a safe operation system, and improve the level of industrial security.
4. Product Breakthrough: Building Intelligent New Products and New Formats
(9) Promoting Intelligent Equipment Iteration. We will speed up the development of industrial machines, industrial robots and other industrial equipment equipped with application agents, develop a new generation of artificial intelligence CNC systems, and enhance the ability of autonomous decision-making, analysis and execution. We will accelerate the development of surgical robots and intelligent diagnostic systems, and accelerate the innovation and clinical application of intelligent medical equipment products. We will promote the integration of artificial intelligence technology into the R & D, manufacturing and operation of major technical equipment such as large aircraft and ships, and develop intelligent low-altitude equipment such as unmanned aerial vehicles. We will carry out product testing and safety assessment of intelligent network vehicles with automatic driving functions, and promote product access and road traffic pilot projects in an orderly manner.
(10) Accelerate the upgrade of intelligent terminals. We will support technological breakthroughs such as end-side models and the development of application tool chains, and foster artificial intelligence terminals such as smart phones, computers, tablets, and smart homes. Focus on key scenarios such as industrial inspection and telemedicine, and accelerate the industrialization and commercialization of new terminals such as augmented reality/virtual reality (AR/VR) wearable devices and brain-computer interfaces. Promote the innovation of embodied intelligent products, build the pilot base and training ground of humanoid robots, build the benchmark production line of humanoid robots, and take the lead in the application of typical manufacturing scenarios.
(11) Create a new format of intelligent body. We will carry out technical research on industrial agent task planning and group collaboration, strengthen the integration of industrial mechanism and agent decision-making model, the interaction and adaptation between agents and industrial systems, and promote the cloud deployment of agents. Develop open and collaborative agent protocols and interfaces to improve the efficiency of agent interconnection and interoperability. Support the construction and operation of agent application stores, select a number of typical cases of industrial agent applications, issue enterprise-level application practice guidelines, and accelerate the process of agent scale and commercialization. Construct agent classification and classification management system, study agent Internet architecture, explore agent registration and discovery, identity authentication, access management mechanism, and guide the healthy development of new formats. Accelerate the upgrading of traditional software products and services, promote the deep integration of artificial intelligence and industrial software, and improve the efficiency of design and production.
5. Subject cultivation: Build the main force
of artificial intelligence development and enabling application (12) Cultivate enterprises step by step. Support enterprises to increase investment in innovation, actively undertake major national tasks, and gather resources to build ecology-oriented enterprises with global influence. We will develop AI business incubators, implement entrepreneurship support plans for small and medium-sized enterprises, and cultivate more "Little Giant" enterprises, high-tech enterprises, single champion enterprises in manufacturing industry, unicorn enterprises and gazelle enterprises. Relevant local governments are encouraged to support enterprises with "computing vouchers" and "model vouchers", strengthen public services for small and medium-sized enterprises, and reduce the cost of enterprise development and application.
(13) Creating innovative carriers. We will build a national manufacturing innovation center in the field of artificial intelligence and enhance the supply capacity of key common technologies. A number of key laboratories in the field of artificial intelligence will be laid out to strengthen the exploration of cutting-edge technologies such as brain-like intelligence and world models. High-quality construction of national artificial intelligence application pilot base in key industries in the field of manufacturing, gathering industrial innovation resources, and accelerating the formation of a number of replicable and popularizable industry solutions.
(14) Develop enabling application service providers. We will improve the digital transformation service system of manufacturing industry, build a number of AI enabling application accelerators, cultivate high-quality enabling application service providers, create enabling solutions combining standardization and customization, and provide services such as industry model tuning, data governance and security. Industrial enterprises, artificial intelligence enterprises and industrial Internet enterprises are encouraged to gather resources such as tools, technologies and platforms to build eco-partner service providers. Support telecom operators and central state-owned digital intelligence technology companies to enhance service capabilities and undertake industry-enabling application services. To guide relevant industry organizations and regularly publish catalogues of high-quality service providers.
6. Ecological expansion: strengthening resource allocation and optimizing industrial ecology
(15) strengthening standard guidance. Give full play to the role of the Artificial Intelligence Standard Committee of the Ministry of Industry and Information Technology, the National Data Standardization Committee, the Artificial Intelligence Sub-Committee of the National Beacon Committee, the Artificial Intelligence Chip Working Group of the National Integrated Circuit Standard Committee and the New Technology Safety Standard Task Force of the National Network Safety Standard Committee, and strengthen the construction of standard technology organizations. Strengthen cross-industry and cross-domain collaboration, promote basic standards such as security, governance and ethics at different levels and classifications, and develop general standards such as software and hardware collaboration, enabling application standards and measurement technical specifications. Deeply carry out the activities of "Artificial Intelligence Standard Line" and strengthen the publicity and application of standards. Enterprises are encouraged to participate in international standardization work.
(16) Promoting open source and opening up. We will build a high-level open source community for artificial intelligence, deploy and implement a number of high-quality open source projects such as models, data sets and agents, and build an open ecosystem of artificial intelligence with global influence. Develop and promote open source licensing agreements adapted to the characteristics of AI projects, and build a new open source rules and order for AI. Guide cloud service vendors, enabling application service providers and open source communities to actively connect, and promote the application of open source projects in the industrial field. Hold developer conferences, "School Source Travel" and other activities to disseminate the concept of open source, prosper the open source culture, and form a good atmosphere for co-construction and sharing.
(17) Strengthen the introduction of talents. Develop the forecast of talent demand in AI industry, issue the forecast report of talent demand, and support colleges and universities to advance the layout, adjust and optimize related disciplines and specialties. Build and make good use of Beijing Zhongguancun College, Shanghai Chuangzhi College, Shenzhen Hetao College, National Artificial Intelligence Industry-Education Integration Innovation Platform, National Excellent Engineer College, National Excellent Engineer Practice Base, etc., set up professional courses, train compound talents who understand both artificial intelligence and manufacturing applications, improve artificial intelligence cognitive education and training, and enhance the artificial intelligence literacy and skills of the whole staff. Strengthen the training of high-skilled talents in the field of artificial intelligence, rely on relevant national talent projects and projects, train scientific and technological leaders and innovative teams, build a new model of training leading talents in an unconventional way, and actively introduce overseas high-end talents.
7. Security Escort: Strengthen Application Enabling Security
(18) Enhance Security Capability. We will tackle key technologies such as in-depth synthetic identification, industrial model algorithm security protection, training data protection, anti-sample detection, intelligent terminal security evaluation, strengthen data security management, and strengthen artificial intelligence security protection capabilities. Construct safety risk database, corpus and other resources, and build a large industrial safety model. Through knowledge base optimization, training corpus error correction, generation of synthetic content identification, etc., the transparency and interpretability of artificial intelligence are enhanced, and the risk of illusion is reduced. We will implement the ethical management and service measures for AI science and technology, strengthen industry self-discipline, and enhance the ability of enterprises to prevent AI ethical risks.
(19) Establishing a security governance mechanism. To study and formulate safety policy standards for classification, evaluation and emergency response of artificial intelligence in the field of industry and information technology, and to support local authorities in exploring flexible governance mechanisms. Establish the technical capability of artificial intelligence safety risk monitoring and early warning, and strengthen risk monitoring, judgment and prevention. To formulate guidelines for the reporting and sharing of AI security risk information in the field of industry and information technology, coordinate the efforts of all links in the industrial chain, and strengthen information sharing, risk notification and collaborative disposal.
8. International Cooperation: Shaping New Competitive Advantages
in International Cooperation (20) Supporting Industrial Cooperation. Enterprises are encouraged to customize AI products and enabling application solutions according to the characteristics of different countries and regions. Develop the "overseas version" of AI enabling new industrialization, support industry organizations and professional institutions to provide supporting services for enterprises to go to sea, guide enterprises to carry out various technical verification and compliance certification efficiently, and better serve the orderly development of the industry to go to sea. We will guide foreign investment in the field of artificial intelligence and encourage foreign-invested enterprises to develop generative artificial intelligence technology and product production.
(21) Build a platform for international cooperation. Actively participate in the discussion of artificial intelligence issues under the cooperation mechanisms of BRICS, SCO, China-ASEAN, G20 and Asia-Pacific Economic Cooperation. We will support the running of high-end competitions, exhibitions and meetings with global influence, such as World Artificial Intelligence Conference and humanoid robot games, and actively publicize the benchmarking cases of artificial intelligence in China. High-quality construction of China-BRICS Artificial Intelligence Development and Cooperation Center will enhance the level of pragmatic cooperation and promote the coordinated development of global industries.
9. Safeguard measures: Strengthen all-round policy support to ensure
the establishment of a work promotion mechanism of departmental cooperation, central-local linkage and industrial coordination, encourage local governments to formulate policies and measures according to local conditions, guide the dislocation development of enterprises, and prevent industrial "involution" competition. We should co-ordinate the existing funding channels and lay out the related technology research and development and enabling application tasks of "artificial intelligence + manufacturing". Give full play to the role of the National Artificial Intelligence Industry Investment Fund, enrich the reserve of high-quality projects, and attract more social capital to increase investment in an orderly manner. We will carry out large-scale application demonstration of new technologies, new products and new scenarios, make good use of the first (set), first batch and first edition application policies, promote the popularization, application and iterative upgrading of new technologies and new products, and release the potential of domestic market demand. Develop the scale calculation of AI industry, establish the application monitoring and evaluation index system, improve the monitoring and analysis platform of AI industry, and dynamically monitor the development trend of global industry.
