In its statement, the White House specifically noted that foreign-made equipment may contain "digital backdoors" that enable foreign governments to remotely access U.S. power grid equipment .
At the same time, the executive order explicitly requires the Department of Energy to issue supporting implementation rules within 120 days and to propose amendments to the Federal Procurement Regulations within 180 days. In fact, the U.S. government has been trying to reduce its dependence on Chinese-made equipment in recent years on the grounds of "national security". However, according to an official report by the U.S. Department of Energy in February this year, there is no evidence that Chinese-made inverters in U.S. power infrastructure are embedded with malicious communication devices.
