Three big changes! The national standard of "General Rules for Green Factory Evaluation" was issued!

Recently, the National Standard of General Rules for Green Factory Evaluation (GB/T 36132-2025) was issued and formally implemented on December 31, 2025. The standard was proposed by the Ministry of Industry and Information Technology and formulated by the China Institute of Electronic Technology Standardization. This is the first revision of the standard since its implementation in 2018, marking a new stage in the cultivation of green factories in China. There are three main changes in the

new standard. Firstly, we should clarify the new definition and connotation, combine with the new requirements of green and low-carbon development under the new situation, clarify the new orientation and orientation of green factories, and put forward the "new five modernizations", namely, low-carbon energy, high-efficiency resources, clean production, green products and intensive land use. The second is to reconstruct the index system, establish the first-level index framework of the "new five modernizations", set up the second and third-level indicators that can be extended, and strengthen the quantitative indicators, highlight energy conservation, carbon reduction and efficient use of resources, with the total weight as high as 60%. The third is to optimize the evaluation method, introduce the quantitative scoring system based on the "benchmark value" and "leading value", compare the actual data with the "benchmark value" and "leading value" to get the score, and reflect the level of green development through the score, so that the evaluation results are more differentiated and easier to apply.

Green factories play an important basic and guiding role in the green and low-carbon transformation of manufacturing industry. Next, the Ministry of Industry and Information Technology will increase the popularization and application of the national standards of the General Principles for Green Factory Evaluation, formulate detailed evaluation criteria for sub-industries around key industries with great potential for energy saving and carbon reduction and strong green competitiveness of industries, provide technical support for precise "portraits" of enterprises, and guide enterprises to focus more on the transformation and upgrading of key indicators, so as to achieve the goal of continuous cultivation.
