Hebei Province, reported that an explosion occurred in a cement additive factory that had been operating for many years in the town. The staff of the local emergency management Bureau said: "We need to report to the leaders and give feedback."
According to the villagers, the time of the incident was about 6:30 in the morning. "When I was at home, I suddenly heard a'boom 'and the whole house trembled. I thought it was a firecracker or an earthquake." A villager about two or three miles away from the factory recalled that he ran out of the door and found that black smoke had billowed over a cement admixture factory in the town. "The smoke was the kind of black smoke that turned up very quickly and could be seen more than two miles apart."
Another villager said that after the first loud noise, one or two explosions were heard shortly afterwards, "more and more stuffy, like something exploding one after another.". Because of the close distance between the factory and the village, some curious villagers went to the scene to check. According to the returning villagers, 120 ambulances have arrived at the scene, and it seems that there are casualties, but the specific situation can not be confirmed.
According to the public industrial and commercial registration information, the suspected factory is a mineralizer processing plant in Fengrun District, Tangshan City, located in the north of Xiaogang Village, Quanhetou Town, Fengrun District. The investor is Liang Mou, who was established in 2007 and whose business status is survival.
From the perspective of business scope, the enterprise is mainly engaged in the processing and sales of cement grinding AIDS, cement reinforcing agents, liquid/powder grinding AIDS, concrete admixtures, mineralizers and other special chemical products, belonging to the building materials additive industry. Villagers reflect that the factory has "existed for many years" in the town, and the straight line distance from the village is "more than two miles".
