3. Requirements
for declaration (1) Requirements
for declaration subject 1. The declaring enterprise must be an enterprise registered in accordance with the law within the territory of the People's Republic of China and operating normally with independent legal personality.
2. If the declaring entity is a consortium, the relevant joint agreement shall be submitted and the proportion of equity of the leading declaring entity and its member units shall be specified in the agreement.
3. The declaring enterprise shall have a certain investment and construction capacity for energy storage projects, and shall undertake to construct projects in strict accordance with the requirements of relevant documents and national engineering standards.
4. The declaring enterprise shall promise that the project shall not change the construction content without authorization, and shall not substantially change the investment subject by selling shares, leasing assets, subcontracting or subcontracting.
5. The declaring enterprise shall undertake to implement the project construction in strict accordance with the relevant engineering and technical indicators of the declared Project Construction Plan, abide by the relevant national, local and industrial standards, regulations and specifications, and technical management requirements for design, construction and acceptance, do a good job in project acceptance and operation, and accept the supervision and inspection of the relevant parties.
6. The applicant enterprise shall be a reputable enterprise and shall not be included in the list of punishment objects for dishonesty:
(1) it shall not be included in the list of serious dishonesty subjects by "Credit China";
(2) it shall not be included in the list of dishonesty executors by "China Executive Information Open Network";
(3) Not included in the list of serious illegal and dishonest enterprises by the "National Enterprise Credit Information Publicity System";
(4) Not included in the record list of serious illegal and dishonest acts of government procurement by the "China Government Procurement Website". If the declaration is
made by a consortium, each member of the consortium shall meet all the above requirements.
(2) Requirements
for declaring projects 1. Investment enterprises participating in the optimization shall provide declaration materials in accordance with the requirements of the list of declaration materials (see Annex 1), and shall prepare declaration plans in accordance with the outline for preparation (see Annex 4).
2. The declared project must conform to the policy of land and space use control and the policy of ecological environment protection, and the project site and access route should actively avoid sensitive areas such as cultivated land, red line of ecological protection, nature reserve, water source protection area, cultural relics protection area and military restricted area, and keep a reasonable distance from the surrounding residential areas. Obtain the opinions on the investigation of restrictive factors issued by the competent departments of natural resources, forestry and grass, ecology, water affairs, cultural relics and military affairs.
3. The declaring enterprise shall undertake that the project shall not adjust the technical route and construction content without authorization, shall not change the shareholding ratio of the project shareholders by means of proxy, recessive shareholders or cross-shareholding during the construction period and within two years after the completion of the project, and shall not substantially change the investment subject by selling shares, leasing assets, subcontracting or subcontracting.
