Under the promotion of the unification of registered production capacity and actual production capacity, some "small and large" cement projects "take the opportunity" to make up the difference in order to comply with the regulations. Some projects were approved too big at the beginning, so that there was still a lot of difference after the big supplement. For example, the designed capacity of Φ5.2m kiln is only 2500 t/d, and after 2000 t/d is supplemented, it reaches 4500 t/d. If the conversion table corresponds to 6000 t/d according to the previous replacement method, there is still a big gap! For another example, the maximum kiln diameter is Φ5.8 m, and the design capacity is only 4500 t/d. After supplementing 1200 t/d, it reaches 5700 t/d. The conversion table corresponds to the kiln diameter of 8500 t/d, which is still a big difference.
In promoting the unification of the registered production capacity and the actual production capacity, the production capacity of "approving small and building large" should be supplemented, while the production capacity of "approving large and building small" on the other side of things should be cut!
The new replacement method stipulates that the amount of production capacity used for replacement shall be determined strictly according to the production capacity specified in the project filing (approval) documents. There is no requirement to reduce the production capacity of large batches of projects. Therefore, the large production capacity of the project has a "legal" status, and how to correct errors depends entirely on self-discipline.
If a batch of large (capacity) projects continue to produce and operate, self-discipline is to take the initiative to reduce production capacity and re-file, which can be described as noble character and integrity.
If a batch of large (production capacity) projects are to be withdrawn and their production capacity indicators are to be transferred, the self-discipline approach is not to transfer the production capacity in batches, but simply to transfer the production capacity corresponding to the conversion table of the previous replacement method for the small kiln diameter built by the project. As far as enterprises are concerned, they do have the feeling that the cooked duck has flown, but because of the reduction of production capacity, they feel at ease. Peace of mind is not to add fuel to the overcapacity of the industry, but to practice the gentleman's love of money in a proper way.
So far, there has been no case of self-discipline of "large-scale construction of small projects", but such projects have not fallen behind in the transfer of production capacity of 1 t/d. In some projects, in order to avoid ugly appearance, the kiln diameter of the Φ3.3 × 52 m new dry process cement clinker production line should have been erased in the column of specifications, models and quantities of the main equipment, but it was written as 2500 t/d new dry process general cement clinker production line. According to the conversion table, the actual capacity of Φ3.3m kiln is only 1167 t/d, which is less than half of the actual transfer capacity.
In all previous replacement measures, there are clauses of "encouraging associations, enterprises, the public and the media to supervise the implementation of capacity replacement schemes and construction projects". In this regard, the media people feel that they have been given a great responsibility, knowing that the self-discipline of "approving large and building small" projects is in vain, just in terms of reverie, but they still speak out, but also in order to resolve overcapacity in order to be able to feel at ease!
