On April 27, the Department of Ecology and Environment of Xinjiang Uygur Autonomous Region issued a public announcement on the completion of the rectification of the feedback from the second round of the Central Eco-environmental Protection Supervision Report of the Autonomous Region (Question No.20).
1. Rectification task:
The problem of air pollution in key areas is prominent. The relevant departments of the autonomous region and the relevant municipalities and prefectures are not strong enough to implement the requirements of prevention and treatment, and the key measures are not in place. In 2021, the proportion of days of heavy pollution in the heating season in the "Wu-Chang-Shi" region is 18.7%, and from January to March 2022, it is as high as 30.4%.

By optimizing and adjusting the industrial, energy and transportation structures, comprehensive measures will be taken to reduce air pollutant emissions from the source. The average annual concentration of PM2.5 in the "Wu-Chang-Shi" area reached 46 micrograms per cubic meter, the proportion of days with good air quality reached 77.8%, and the proportion of days with severe and above pollution did not exceed 9%.
4. Completion of specific rectification measures:
(1) First, the development and reform departments of the autonomous region and the Corps, as well as the prefectures and cities in the "Wu-Chang-Shi" region, have strengthened organizational leadership, strengthened policy guidance, strictly controlled the access of "two high" projects, promoted the development of strategic emerging industries, and accelerated the implementation of energy-saving technological transformation. Strengthen publicity and other measures to continuously optimize the industrial structure and effectively promote the prevention and control of air pollution in the "Wu-Chang-Shi" region. Second, since July 2022, the region has approved four "two high" projects, all of which meet the relevant requirements of "three lines, one single" and regional pollutant reduction. Since 2022, the development and reform departments of the autonomous region and the Corps have strived to implement a total of 1.32062 billion yuan of special funds to support the construction of 60 projects in the "Wu-Chang-Shi" region, such as energy conservation and carbon reduction, equipment renovation in key industrial areas, advanced manufacturing industry and core technology research.
(2) The first is to carry out the arrangement and judgment of high-energy enterprises such as petrochemical, chemical, coal chemical, electrolytic aluminium and silicon-based enterprises, guide the transfer of stock enterprises to Zhundong, implement the action of improving the capacity of energy saving, carbon reduction and pollution reduction of stock enterprises, and jointly promote the transfer or closure of three qualified high-energy enterprises in the "Wu-Chang-Shi" region to Zhundong. Second, Urumqi and Changji prefectures have introduced management measures to promote the transfer of high-energy enterprises in stock through the sharing of tax benefits.
(3) The first is to complete the ultra-low emission transformation of nine iron and steel industries, including two long-process iron and steel enterprises and seven independent steel rolling, casting and steel structure enterprises. The second is to complete the ultra-low emission transformation of the whole process of 7 cement clinker enterprises and 9 cement grinding stations, and carry out independent monitoring and evaluation. According to the implementation plan of the ultra-low emission transformation of the cement industry in the autonomous region and the Corps, the evaluation, monitoring and publicity will be completed in 2026. Five coal and coke enterprises have completed the ultra-low emission transformation, of which two enterprises have basically completed the ultra-low emission transformation of the whole process. According to the implementation plan of the ultra-low emission transformation of the coking industry in the autonomous region, the evaluation, monitoring and publicity will be completed in 2026, and the other three coal and coke enterprises have stopped production and withdrawn. Three semi-coke enterprises have stopped production and withdrawn or stopped production for a long time. Third, by the end of 2023, 423 gas-fired boilers have been transformed into low-nitrogen combustion boilers, and the application of low-nitrogen combustion technology for new gas-fired boilers has been continuously promoted. By the end of 2025, 117 new gas-fired boilers have met the requirements of low-nitrogen combustion technology. Fourth, from 2023 to 2025, Urumqi and Changji guided enterprises in key industries to stop production for inspection and maintenance in autumn and winter, and the sixth and eighth divisions of the Corps guided coal-fired thermal power units to stop production for inspection and maintenance in autumn and winter, effectively reducing the load of pollutants in winter.
(4) The first is to jointly issue the "Wu-Chang-Shi" Regional Implementation Plan for the Elimination of Motor Vehicles with National Emission Standards of Three or Less, and all departments should strengthen communication and coordination. Public security departments have facilitated the cancellation of motor vehicle registration and issued a total of 513,000 electronic cancellation certificates. Transportation departments timely completed the cancellation of road transport certificates for compulsory scrapping of trucks operating under three countries, with a total of 226000 vehicles cancelled. The newly registered new energy vehicles in the whole region account for more than 50% of the registered vehicles. Second, we should strengthen supervision and law enforcement and strengthen the coordinated governance of departments. Since 2023, 932,000 motor vehicle cancellation registrations have been handled, and 446,000 overdue vehicles and 1,517 vehicles that have reached the scrap standard have been investigated and dealt with. For new diesel trucks with a total mass of more than 3.5 tons applying for operation certificates, 137000 vehicle fuel consumption checks were strictly carried out, and 161 unqualified vehicles were investigated and dealt with. Seven tons of illegal oil products and one illegal oil storage tank were sealed up. To carry out "double random, one open" joint supervision and inspection of motor vehicle inspection institutions, and to investigate the illegal acts of 19 motor vehicle inspection institutions in Wuchang area. Three batches of unqualified automotive gasoline and diesel were found, and one black refueling station was cleaned up and rectified. Third, we should formulate subsidy policies to promote the elimination of old vehicles. Transportation and commerce departments take the lead in implementing the requirements of large-scale equipment renewal and the replacement of old consumer goods with new ones, issuing the Implementation Plan for Promoting Large-scale Equipment Renewal of Transportation in Xinjiang Uygur Autonomous Region and the Implementation Plan for Replacing Old Vehicles with New Ones in Xinjiang Uygur Autonomous Region, subsidizing according to the differences of vehicle types, and guiding the acceleration of vehicle scrapping and renewal. The 21674 of the renewal subsidy in the "Wu-Chang-Shi" region is 10000 yuan, accounting for 34.44% of the whole region. Fourth, from 2023 to 2025, a total of 14598 new energy vehicles, such as public transport, rental and logistics, were added and updated in the "Wu-Chang-Shi" regional public service area, accounting for 63% of the new and updated vehicles. 772 new sanitation vehicles were added, of which 518 were new energy sanitation vehicles, accounting for 67.10% of the new and updated vehicles.
(5) Complete energy-saving renovation of 32 units, flexible renovation of 34 units and heating renovation of 11 units.
