In order to further promote the convergence of ecological environment statistics and pollutant discharge permits, the report on the implementation of pollutant discharge permits will be gradually used as the source of statistical data of fixed pollution sources. In accordance with the requirements of the Regulations on the Administration of Pollutant Discharge Permits and the Work Program for the Reform of Eco-environmental Statistics, we are now organizing the annual report of the Unified Information Report on Eco-environmental Statistics and Pollutant Discharge Permits for the Iron and Steel, Cement and Paper Industries in 2025 (hereinafter referred to as the Unified Information Report). The relevant matters are notified as follows.

1. The scope

of reporting is the national iron and steel industry (industry code 311, 312, 313, 314), cement industry (industry code 3011), paper industry (industry code 221, 222, 223).

2. Filling method

Each pollutant discharge unit logs in the national pollutant discharge permit management information platform-enterprise end, fills in the unified information report in the unified information report module, and does not need to fill in the annual report of pollutant discharge permit implementation. When filling in the unified information report, the relevant information shall be filled in strictly according to the actual situation, and shall be consistent with the information filled in the annual report of emission source statistics.

3. Time requirements

(1) January 1 to January 31, 2026. The unified information report filling module of the National Pollutant Discharge Permit Management Information Platform is open, and the pollutant discharge units complete the annual report data submission of the unified information report for 2025.

(2) January 1 to February 10, 2026. The personnel in charge of environmental management and pollutant discharge permit management in the provincial and municipal ecological environment departments shall review the unified information report data on the national pollutant discharge permit management information platform-management end, and the problem data shall be fed back to the enterprise for modification. After February 10, the unified information report filling module is closed, and the data cannot be changed.

4. Work requirements

(1) Strengthen organization and implementation.
