Recently, the Shandong Provincial Market Supervision and Administration released the results of the provincial supervision and spot check of cement product quality in 2025. A total of 260 batches of cement products were sampled for the second batch of provincial-level supervision and spot check of product quality
in 2025, including 200 batches in production and 60 batches in sales.
According to the requirements of GB 175-2023 "General Portland Cement" and GB/T 3183-2017 "Masonry Cement", the standard consistency water consumption, magnesium oxide and radionuclide limit of cement products (external exposure index I γ, Internal radiation index (Ⅰ Ra), strength, chloride ion, setting time (initial setting, final setting), fluidity of mortar, water-soluble chromium (Ⅵ), composition, sulfur trioxide, fineness, stability, loss on ignition, water retention rate and other items were tested.
The spot check found that Gaomi Zhenyuan Cement Co., Ltd., Guanxian Chenhui New Building Materials Co., Ltd., Jiaxiang Xinluxi Cement Co., Ltd., Shandong Beiqiushan New Materials Co., Ltd., Shandong Donglian Cement Co., Ltd., Shandong Wendeng Mashan Cement Plant, Seven batches of products were produced by seven producers such as Zaozhuang Sincere Cement Co., Ltd. Five batches of products sold by five sellers, including Jinan Jichao Building Material Co., Ltd., Jinan Laiwu District Baodi Building Material Wholesale Business Department, Qingdao Youdao Building Material Co., Ltd., Taierzhuang District Xingzhong Road Shangyu Cement Building Material Department and Tengzhou Longyang Lingsheng Building Material Business Department, did not meet the requirements of relevant standards. The unqualified items were chloride ion, sulfur trioxide, fineness, water-soluble chromium (VI) in cement, components and strength. Among them, the producers, Gaomi Zhenyuan Cement Co., Ltd. and Shandong Wendeng Mashan Cement Plant, raised objections to the inspection results and applied for re-inspection; after re-inspection, the preliminary inspection conclusion was maintained. The producers, sellers and nominal producers of the unqualified products found in
this spot check shall be investigated. The Market Supervision and Administration of Shandong Province has instructed the relevant market supervision and administration departments to handle the unqualified results in accordance with the Product Quality Law of the People's Republic of China, the Interim Measures for the Administration of Product Quality Supervision and Spot Inspection, and the relevant provisions of the State Administration of Market Supervision and Administration and the Market Supervision and Administration of Shandong Province on supervision and spot inspection.
In addition, another 41 cement enterprises have not been sampled due to shutdown and other reasons, the list is as follows:
