on Curbing the Current Chaos in the Concrete Industry and Further Strengthening the Self-discipline of the Industry Since the implementation of the Announcement No.10 of 2026 of the General Administration of Taxation of the Ministry of Finance in January 2026, the simple taxation policy of 3% for the production of commercial concrete by general taxpayers has been terminated, and the tax burden structure of the industry has undergone major adjustments. At the same time, due to the continuous impact of international geopolitical conflicts, the price of raw materials continues to rise, directly pushing up the cost of concrete production. Concrete enterprises in our city are facing double pressures of cost surge and market fluctuation.
However, in the critical period of industry pressure operation, some enterprises compete for market share, resulting in low-price dumping, disorderly competition, quality fluctuations and other chaotic phenomena. Individual enterprises ignore the cost transmission mechanism, bid at a price significantly lower than reasonable cost, seriously disrupt the market order, squeeze the living space of compliance enterprises, and pose a potential threat to the quality of the project and the stability of supply. This kind of behavior runs counter to the industry self-discipline convention, and does not meet the overall requirements of our city's current resumption of production, stable quality and supply.
In order to effectively regulate the market order, ensure the quality of the project and promote the healthy and sustainable development of the industry, I will further strengthen the self-discipline mechanism of the industry based on the Convention on Self-Discipline of the Ready-Mixed Concrete Industry in Xi'an (Revised Draft 2023) and the Management Measures for Self-Discipline Coordination of the Ready-Mixed Concrete Industry in Xi'an (Revised Draft 2024). The relevant matters are hereby notified as follows:
First, improve the information release and reference mechanism of the cost price of concrete raw materials. The association will strengthen market research and data collection, regularly collect and publish the market reference price information of the main raw materials of concrete in our city, and enhance the price transparency of the industry. Each member unit can independently and reasonably determine the price of products and jointly maintain a healthy and orderly market environment on the premise of abiding by relevant laws and regulations and following the principles of fairness and good faith.
2. Improve the mechanism of industry self-discipline supervision and information sharing. For enterprises that violate the industry self-discipline convention and are verified to have serious dishonesty (such as jerry-building, illegal use of substandard raw materials, etc.), the association will initiate industry self-discipline investigation and coordination procedures in accordance with the self-discipline convention and relevant management measures. Relevant information will be notified within the association in accordance with the provisions of the self-regulatory management measures, and will be reported to the industry authorities in accordance with the provisions, linked to the credit rating evaluation, to promote the formation of a good situation of industry co-governance and social supervision.
3. Establish a coordination and feedback mechanism for industrial disputes. The Association will provide compliance dispute coordination services for member units in accordance with the management measures for self-discipline coordination. Member units are encouraged to reflect suspected violations of laws and regulations or violations of self-discipline conventions in the industry in accordance with the law and regulations. After receiving the compliance response, the association will organize the self-discipline coordination group to investigate and coordinate in time, and feedback the progress to the relevant parties according to the procedures, so as to promote the standardized operation of the industry self-discipline work.
At present, our city is in the critical window period of resumption of work and production. It is the common responsibility of all member units to stabilize prices, ensure quality and maintain order. It is hoped that all units will enhance their legal awareness and spirit of contract, strictly abide by national laws and regulations and industry norms, adhere to the bottom line of quality and safety, and jointly create a fair competition, honest and law-abiding, healthy and stable industry ecology.
