Hubei Ready-Mixed Concrete Association: Hope the Competent Authorities to Strengthen Supervision and Investigate and Punish the Vicious Competition of Quotation Below Cost

On April 11, the first president's office meeting of Hubei Ready-mixed Concrete Association in 2026 was held in Wuhan. The president, vice president, supervisor, Secretary-General and their representatives of the association, as well as relevant persons of the Secretariat attended the meeting. During

the discussion and exchange, the participants fully affirmed the recent achievements of the association, and agreed that the industry self-discipline and anti-involution work promoted by the association were solid and effective, and played a positive role in stabilizing market order and curbing vicious competition.

Suggestions: First, we should focus on the industry's "capacity reduction" and structural optimization, and promote policy implementation and resource integration. The strict requirement of the Ministry of Housing and Construction is the "imperial sword" of industry regulation, but if the grass-roots supervision is formalized, the law enforcement is too lenient to be soft, and the illegal enterprises and illegal black stations are tolerated and connived at, in the end, the excellent enterprises that adhere to the rules will only continue to suffer losses and be discouraged, and the lucky enterprises that violate the rules will go unpunished and make profits wantonly. As a result, the whole industry has fallen into a vicious circle of "bad money expelling good money". In the long run, the industry ecology continues to deteriorate, and hidden dangers of quality and safety emerge in endlessly, which will pose a serious threat to the quality of construction projects and the safety of people's lives and property in the province.

Second, it is hoped that the industry authorities will strengthen the supervision of the industry, promote the online signature of contract model texts and online orders, investigate and punish the vicious competition below the cost quotation, and maintain the good order and healthy ecology of the market.

Thirdly, all regions in the province should publish the average cost investigation and evaluation report of the industry in the region on the basis of the average cost investigation and evaluation report of the ready-mixed concrete industry in Hubei Province (2025) issued by the provincial association, so as to provide reference for operators to make reasonable pricing.

Fourthly, local social organizations in the whole province can further revise and improve the "Proposal for Self-Discipline and Anti-Involution Work of Ready-Mixed Concrete Industry in Hubei Province" formulated by the Provincial Association, and promulgate a series of operational methods for self-discipline and anti-involution of the industry suitable for the region.

Fifthly, the more difficult the industry is, the more important it is to play the role of social organizations at all levels of the industry, and to create a standardized, reasonable, rational and sustainable development environment for the ready-mixed concrete industry in the province with the strong support of the industry authorities.
