On April 14, the Office of Industry and Information Technology of Guizhou Province issued the Announcement on the Rectification and Sale of the Third Round of Central Eco-environmental Protection Supervision and Disclosure, and Hezhang County Cement Plant Co., Ltd. has completed the rectification of the illegal delay in the construction of the new dry-process cement production line of 4000 tons/day clinker .
Rectification task:
"Two high" projects are blindly launched and poorly controlled. The Measures for the Administration of Investment Projects Approved by the Government clearly States that the project approval documents shall be valid for two years from the date of issuance. After the off-site technical transformation project of 4000 tons/day clinker production line of Hezhang County Cement Plant in Bijie City was approved in 2013, it has not started construction for a long time. In the case that the relevant departments in Guizhou Province do not support the continuation of construction in principle, Bijie City has handled the extension formalities for the project four times in violation of regulations until it was completed and put into operation in November 2021.
Rectification objective:
strictly implement the national and provincial regulations on project approval and filing, and carry out project construction in accordance with the law and regulations.
Rectification measures:
1. For the off-site technical transformation project of 4000 tons/day clinker new dry process cement production line of Hezhang County Cement Plant Co., Ltd., the whole process verification shall be carried out around the handling and improvement of various supporting procedures in accordance with the law and regulations, the integration of existing production capacity, and the project construction according to the approved construction contents. If violations are found, they should be dealt with strictly in accordance with relevant laws and policies. (Before June 30, 2025)
2. In strict accordance with the national and provincial regulations on project approval and filing, formulate detailed rules for the postponement and filing of investment projects in non-energy industries in Bijie City, standardize the approval procedures for the postponement of investment projects, strengthen the supervision of projects after the event, and promote project construction in accordance with the law and regulations. (Before December 31, 2025)
Completion reported by the local government:
1. For the off-site technical transformation project of 4000t/d clinker new dry process cement production line of Hezhang County Cement Plant Co., Ltd., The whole process of verification is carried out around the improvement of various supporting procedures in accordance with the law and regulations, the integration of existing production capacity, and the construction of projects according to the approved contents. If violations are found, they should be dealt with strictly in accordance with relevant laws and policies.
(1) Handling of supporting procedures: The enterprise has successively handled and obtained the energy assessment, environmental assessment, land use planning permission, construction permit, pollutant discharge permit and other relevant procedures in accordance with the law and regulations. With the improvement of various supporting procedures, the project will fully resume construction in late October 2019 and be completed and ignited on November 2, 2021.
(2) Production capacity integration, shutdown and withdrawal: According to the disposal opinions of the state and the province, after negotiation with the relevant cement enterprises in the city, the enterprise finally signed the transfer agreement of clinker production capacity index with Bijie Cement Plant (2000t/d clinker production capacity). The clinker production line of Bijie Cement Plant was shut down immediately and completely dismantled in June 2022.
(3) According to the current industrial policy and the approval and confirmation documents, the main equipment and specifications of the production line of the enterprise should be a φ4.6 × 74m new dry rotary kiln production line, and the construction site is "Wumupu Village, Yemachuan Town, Hezhang County". Opinions of the Department of Industry and Information Technology of Guizhou Province on the On-site Verification of the Actual Completed Capacity of the Capacity Replacement Project of Hezhang County Cement Plant: the outer diameter of the new cement clinker rotary kiln is consistent with the specifications specified in the subsequent disposal opinions of the project. In 2024, Hezhang County inspected the site again, and found that the outer diameter of the cement clinker rotary kiln was consistent with the specified specifications, and the construction site was not changed.
(4) Supporting construction of urban domestic waste treatment system: The enterprise considered the urban construction waste treatment capacity simultaneously in the design and construction of the production line, and actively handled the relevant procedures, and obtained the Urban Construction Waste Treatment Approval (Treatment) Permit on September 30, 2024 (He Zhi Di Xu Ke Zi 2024001).
(5) Effective resolution of conflicts: During the construction of the project, no conflicts and disputes with greater impact have occurred, and no other violations have been found.

In strict accordance with the national and provincial regulations on project approval and filing, formulate detailed rules for the postponement and filing of investment projects in non-energy industries in Bijie City, standardize the approval procedures for the postponement of investment projects, strengthen the supervision of projects after the event, and promote project construction in accordance with the law and regulations. In order to standardize the filing extension of enterprise investment projects, realize convenient, efficient service and effective management, and protect the legitimate rights and interests of enterprises according to law, the Detailed Rules for the Filing Extension of Non-energy Industrial Projects in Bijie City (Bi Shi Gong Xin Tong [2025] No.6) are formulated and issued in light of the actual situation of Bijie City. The competent departments of industry and information technology in all counties (autonomous counties, cities and districts) of Bijie City are required to strictly file (approve) projects in accordance with the prescribed authority, strictly distinguish the scope of approval and filing authority, strengthen the supervision of filing (approval) after the event, strengthen the publicity and implementation of filing (approval) policies, strengthen capacity enhancement, and continuously strengthen the management of enterprise investment project approval and filing.
Verification:
The Department of Industry and Information Technology of Guizhou Province, together with the Provincial Development and Reform Commission, went to Hezhang County Cement Plant in Bijie City to carry out on-site verification of rectification. Check all kinds of approval procedures, notification documents, third-party capacity verification reports, energy consumption levels, enterprise production accounts, production equipment, rectification accounts of municipal and county industrial and information departments, meeting minutes and other information. According to the Letter on the Follow-up Disposal Opinions on the Off-site Technical Transformation Project of the New Dry Process Cement Production Line with a Daily Output of 4000 Tons of Clinker of Hezhang County Cement Plant Co., Ltd. (Qian Gong Xin Raw Material Letter [2019] No.11) issued by the Provincial Department of Industry and Information Technology and the Provincial Development and Reform Commission, The main equipment specification of the new project shall be a Φ4.6 × 74m new dry rotary kiln production line. In October 2021, according to the verification report issued by the third party Guizhou Building Materials Scientific Research and Design Institute Co., Ltd. after on-site testing, Hezhang County Cement Plant Co., Ltd. was actually built as a Φ4.6 × 74 m new dry rotary kiln production line. On November 2, 2021, the Opinions of the Department of Industry and Information Technology of Guizhou Province on the On-site Verification of the Actual Completed Capacity of the Capacity Replacement Project of Hezhang County Cement Plant determined that the outer diameter of the new cement rotary kiln was consistent with the specifications specified in the subsequent disposal opinions of the project. After verification, the disposal opinions of the Provincial Department of Industry and Information Technology and the Provincial Development and Reform Commission's Letter on the Follow-up Disposal Opinions of Hezhang County Cement Plant Co., Ltd. on the Off-site Technical Reform Project of the New Dry Cement Production Line with a Daily Output of 4000 Tons of Clinker have been put in place and the supporting procedures are complete;

In February 2024, Bijie Bureau of Industry and Information Technology held a symposium to review the relevant information on project approval and production capacity, organize and study the regulations (measures) on the record management of national and provincial enterprise investment projects, further enhance the professional ability of the record personnel, strictly check and verify, and follow the principle of "who files, who supervises". Carry out self-examination and self-correction for unit filing projects. In May 2024, the Bureau of Industry and Information Technology of Bijie City issued the Work Tips on Continuously Strengthening the Approval and Record Management of Enterprise Investment Projects, and in July 2025 issued the Notice on the Rules for the Extension of Project Record in the Field of Non-energy Industry of Bijie City, requiring the competent departments of industry and information technology at the county level to strictly implement the state and province. Strengthen the supervision of projects after the event, strengthen the publicity and capacity improvement of the policy of filing and approval, promote project construction in accordance with the law and regulations, and prevent similar problems from happening again.
