Cement Plant Fined 27,000 yuan for Violating Air Pollution Prevention and Control Management System

On March 17, the Bureau of Ecology and Environment of Kunming issued a written decision on administrative penalty. Kunming Dongshan Cement Production Co., Ltd. was fined 27,000 yuan for violating the management system of air pollution prevention and control. Illegal act type: Violation of air pollution prevention and control management system

Illegal facts: On January 5, 2026, according to the 25020 rounds of remote clue verification by the Ministry of Ecology and Environment, the clues were pushed. The law enforcement officers of Kunming Ecological Environment Bureau carried out on-site inspection on Kunming Dongshan Cement Production Co., Ltd. The inspection found that the company had committed the following environmental violations: the particulate matter monitoring data of the flue gas automatic monitoring system of the company's rotary kiln (kiln tail waste gas) (DA019) was not calculated as the standard concentration value according to the requirements of the specifications, resulting in the distortion of the particulate matter monitoring data, and the monitoring data of the automatic monitoring system was directly transmitted to the data collector. It is found that the formula calculation of particulate matter monitoring data is not enabled after reading the parameters of the data acquisition instrument, and the uploaded particulate matter monitoring data is the measured monitoring data of 11.213 MG/M ³. During the on-site inspection, the flue gas temperature is 105.562 ℃, the flue gas humidity is 14.022%, and the flue gas pressure is -0.435 K PA. The local atmospheric pressure is set as 80.8KPA for the automatic monitoring system at the discharge outlet of kiln inlet. After manual conversion, the standard concentration value of particulate matter was 22.808 MG/M ³, which did not exceed the emission standard (30MG/NM ³) stipulated in the pollutant discharge permit, but the deviation between the actual uploaded monitoring data of particulate matter and the standard concentration value that should be uploaded was -103.41%. It does not meet the relevant requirements in Appendix B.4.1 of Technical Requirements and Test Methods for Continuous Emission Monitoring System of Flue Gas (SO2, NOX, Particulate Matter) of Stationary Pollution Sources HJ76-2017.
