Hunan will implement the "650" plan during the "15th Five-Year Plan" period, with a total investment of nearly 5 trillion yuan. In the dimensions of transportation, new energy and urbanization, the specific goal of "cement friendly" is put forward.
Transportation infrastructure will be expanded and upgraded in an all-round way. First, the high-speed rail in Hunan will promote the "city-to-county connection", the coverage rate of county and urban areas will rise to 70%, and the station and supporting construction will continue to consume a large amount of cement; second, the expressway network will be extended to the county and township, realizing 10 minutes for the county and 30 minutes for the township to get on the expressway, and the projects such as roads, bridges and tunnels will stimulate the demand for high-grade concrete, and enhance the capacity utilization rate of large cement enterprises in the region; Third, 15,000 kilometers of rural roads have been newly rebuilt, 30,000 kilometers of security upgrades and more than 2,000 dangerous bridges have been rebuilt. The project fits the sales radius of local cement enterprises, broadens demand and stabilizes the rural market. Although
this round of infrastructure investment has a certain underpinning effect on cement demand, it is difficult to reverse the downward trend of the industry, and the real estate industry continues to be weak. Local cement enterprises need to take the initiative to transform, cultivate the rural market and lay out special cement in order to seize the opportunity to reap dividends.
