Don't mend it! Tianrui Cement Cancels Production Capacity Supplement Plan for Two Clinker Lines

16 April, Liaoning Provincial Department of Industry and Information Technology issued the Notice on Cancellation of the Replacement Plan for Supplementary Production Capacity of Liaoyang Tianrui Cement Co., Ltd. and Dalian Tianrui Cement Co., Ltd.

The announcement said that on January 16, 2026, the Liaoning Provincial Office of Industry and Information Technology, in accordance with the relevant provisions of the Ministry of Industry and Information Technology's "Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry" (Ministry of Industry and Information Technology's original [2024] 206) and the relevant policy requirements for capacity management in the cement industry, issued the "Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry". Liaoyang Tianrui Cement Co., Ltd. 1 # cement clinker production line with a daily output of 5600 tons and Dalian Tianrui Cement Co., Ltd. 2 # cement clinker production line with a daily output of 5600 tons were announced. The withdrawal capacity for replacement was the production capacity of Liaoyang Tianrui Cement Co., Ltd. 2 # cement clinker production line with a daily output of 4000 tons. Due to the adjustment of Tianrui Group's business strategy, the capacity transfer-out enterprise and the transferee enterprise have reached a consensus through consultation. Upon the application of the enterprise and its location, the above two supplementary capacity replacement schemes are hereby cancelled.
