In order to implement the Measures for Capacity Replacement of Cement and Glass Industry (2024 edition) and the relevant notification requirements of the four ministries and commissions of the state, and consolidate the achievements of capacity reduction, the Department of Industry and Information Technology of Inner Mongolia Autonomous Region took the lead in overall planning, jointly with relevant departments to promote the standardized capacity management of the cement industry and build a long-term mechanism. Based on the reality, the Office of Industry and Information Technology of
the Autonomous Region, on the one hand, interprets and popularizes relevant policies, clarifies capacity accounting standards, rectification paths and responsibilities of various departments, and refines the core requirements of capacity replacement. Before the replacement, the Cement Association of the Autonomous Region is entrusted to verify the actual output of the production line to be supplemented, and issue an output accounting report, according to which the enterprises supplement the production capacity.
On the other hand, we should carry out basic work such as arranging production lines and sorting out replacement schemes, strengthen the linkage between departments and League cities, and solve the difficulties in our work. At the same time, relevant departments and some enterprise representatives were organized to hold a symposium on standardized capacity management in the cement industry of the whole region to clarify the relevant requirements and procedures for capacity management.
At present, seven cement clinker production lines have been completed and two production lines are being announced, with a cumulative capacity of 10834 tons per day in the region and a reduction of 11266 tons per day (including 6300 tons per day of clinker production capacity sold outside the region). Reduce 6 clinker production lines.
By the end of 2025, a total of 14.77 million tons of production capacity had been transferred outside the region, and the industrial structure had been continuously optimized.
Next, the Office of Industry and Information Technology of the Autonomous Region will strengthen supervision in conjunction with relevant departments, further clarify the situation of production lines with inconsistent actual production capacity and filing, carry out dynamic management, and urge enterprises to organize production strictly in accordance with "the daily output of production lines does not exceed 110% of the daily output of filing". At the same time, we should give full play to the role of trade associations, strengthen policy publicity and guidance, strengthen self-discipline, help enterprises to complete the work related to production capacity as soon as possible, and create a healthy and sustainable ecological environment.
