Seven people, including Nie Dafeng, former president of the Traffic Branch of Chengdu Survey and Design Institute Co., Ltd. of
China Electric Power Construction Group (hereinafter referred to as "Chengdu Survey and Design Institute"), were suspected of major engineering safety accidents and were investigated and taken criminal compulsory measures by the public security organs. Four of them have been transferred to the procuratorial organs for examination and prosecution. During the construction
of Hongqi Bridge, 28 public officials from Chengdu Prospecting Institute, Sichuan Dadu River Shuangjiangkou Hydropower Development Co., Ltd. (Hereinafter referred to as "Shuangjiangkou Company"), provincial, state transportation, water conservancy and other departments, as well as Aba Prefecture and Malkang Municipal Governments, were seriously held accountable.
Among them, Tang Ming, former general manager of Sichuan Tieneng Electric Power Development Co., Ltd. (Hereinafter referred to as "Tieneng Electric Power Company") and former chairman of Shuangjiangkou Company, was given a one-year probation within the Party;
Li Zhiqiang, former secretary of the Party Committee and deputy general manager of Shuangjiangkou Company, was given a serious warning within the Party (with an impact period of two years); Xiao Xiaokang, former deputy general manager
of Tieneng Power Company and former deputy general manager of Shuangjiangkou Company, and other two persons were given administrative demerits;
Qiao Hongbo, former deputy secretary of the Party Committee and general manager of Shuangjiangkou Company, and other two persons were given serious warning and punishment within the Party; Fu Zhiqian, former assistant general manager, deputy chief engineer, and president of the Communications Branch of the Chengdu Prospecting Institute, was
given a serious warning within the party and a major administrative demerit;
Li Ming, deputy secretary of the Party Committee and general manager of the Chengdu Prospecting Institute, was given a warning within the party and a demerit for administrative affairs; Wang Wei, former director of the Bridge Office of the Traffic Branch of the Chengdu Survey Institute, was
given a warning within the Party and an administrative warning;
Qian Yufeng, former member of the Party Committee and deputy director of the Highway Bureau of the Department of Transportation, and other three people were given an administrative warning; Li Shuding, former Deputy Director of Chief Engineer Office and Deputy Manager of Consulting Department of Sichuan Highway Engineering Consulting and Supervision Co., Ltd., was
given administrative demerit punishment;
Gong Ming, former Party Secretary and Director of Aba Transportation Bureau, and other four people were given warning punishment within the Party;
The other 10 responsible persons were admonished, ordered to inspect, criticized and educated respectively. Six units such as Aba Transportation Bureau and four companies such as Tieneng Electric Power Company were
ordered to make a profound written inspection to the higher-level units (Party organizations). After the
disaster, the provincial Party Committee and the provincial government held meetings of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Government and special meetings successively to draw lessons from the collapse of the Red Flag Bridge, continue to do a good job in ensuring smooth traffic, and carry out systematic and sustained risk hidden dangers in key areas such as roads, reservoirs, power stations and construction sites throughout the province.
