Disorderly expansion not only overdraws the future of the industry, but also erodes the foundation of the survival of enterprises. Zhejiang has taken the lead in implementing the requirements of compliance production, but Zhejiang alone can not change the overall situation of the industry. It calls on the surrounding provinces to participate in the production of compliance and peak staggering, and gradually realize the coordination of Zhejiang, Fujian and Jiangxi, the integration of the Yangtze River Delta and even the whole country.

The spring tide is surging and everything is renewed. It is a great honor to gather with the elites of the industry in this promising season to attend the "15th China Cement Industry Summit and TOP100 Award Ceremony". First of all, on behalf of Zhejiang Cement Association, I would like to express my heartfelt thanks to the organizer, China Cement Network, and extend a warm welcome to all the guests who have come to the scene.
In 2025, the cement industry in Zhejiang Province continued to be under pressure, with the annual cement output of 111 million tons, a decrease of 3.64%, which has been declining for four consecutive years since 2022. In addition, Zhejiang Province has convenient land and water transportation, and has suffered from the impact of cement clinker from other provinces all the year round, with an average annual input of 10-15 million tons of cement and 30-35 million tons of clinker.
Affected by the intensification of the contradiction between supply and demand, the competition in Zhejiang cement market is fierce. In 2025 , the overall cement price showed a downward trend. The cement price at the end of the year dropped by about 120 yuan/ton compared with that at the beginning of the year. In the middle of the year, the cement price once broke 200 yuan/ton. The benefits of cement enterprises in the region were under serious pressure, and the profits of the whole industry decreased by 47.3% compared with the same period last year. Behind the
data is a strong warning from the industry: the "old road" of relying on scale expansion and low price competition has come to an end. The first way to
break the game is to keep the right. As a major economic province, Zhejiang has always resolutely responded to the call of the national strategy, done a good job in the "super hub" of government-enterprise exchanges, transformed macro-policies into micro-execution, and explored the way for industry self-discipline with practical actions.
In December 2025, Zhejiang Cement Association organized member enterprises to sign the Proposal for Production According to Record Capacity. In April this year, under the vigorous guidance of the Provincial Economic and Credit Department, we officially issued the Measures for the Control of Compliance Production of Clinker Output in Zhejiang Cement Industry.
The Measures define a clear red line, and if the monthly cumulative output exceeds 110% of the recorded capacity (after considering the monthly control coefficient), or if there are underreport, omissions or false reports, it is a violation. After the completion of the on-line monitoring system, failure to access or artificially interfere with the operation of the monitoring equipment on schedule shall be regarded as a violation. In terms of
implementation, before the on-line monitoring system for clinker production in the whole province is put into operation, enterprises must report relevant data on time in accordance with the requirements of the Notice of Compliance Production Implementation Plan for Clinker Production Line in Zhejiang Cement Industry issued by Zhejiang Cement Association on March 6. After the clinker output on-line monitoring system is completed, the data generated by the system shall prevail.
At present, we have successfully piloted the online monitoring technology scheme of "clinker zipper + lidar" developed by Hangzhou Yuntian Software in the south of Shanya. The scheme has been tested by extreme factors such as instantaneous high temperature and high dust, and finally can operate stably and output monitoring data continuously, and the measurement accuracy can be controlled at 2% -3%, effectively helping the industry to promote compliance production. The landing of
the Measures marks that the Zhejiang cement industry has officially fired the "starting gun" for compliance production. It establishes the hard constraint of "production according to regulations and operation according to regulations" from the institutional level, promotes the industry to bid farewell to the vicious competition of "involution" and move towards a new stage of "self-discipline and coordinated development of production capacity" in an all-round way. Zhejiang's exploration aims to provide a replicable and popularizable "Zhejiang sample" for the whole industry.
To crack overcapacity, compliance production is the bottom line and the starting point of transformation. Here, on behalf of my colleagues in the Zhejiang industry, I would like to issue three proposals to the whole industry:
1. Stick to the red line and build a safe chassis. Strictly abide by the red line of production capacity, implement the policy of peak staggering production and capacity replacement, put an end to overproduction with the most resolute attitude, and keep the basic situation of industrial chain safety.
2. Strengthen self-discipline and reshape the industry ecology. The compliance review will run through the whole process of production and operation, resolutely resist short-sighted behavior such as low-price dumping, replace price game with value competition, and jointly safeguard the reasonable profit margin of the industry.
3. Deepening co-governance and fostering new quality productivity. Construct a collaborative governance pattern of "government, industry, enterprise and research" deep linkage. With technological innovation as the engine and green transformation as the grasp, we will accelerate the fundamental transformation of the industry from "scale-driven" to "value-driven".
Colleagues! The two-wheel drive of
compliance production and peak staggering production is the key to promote the balance of supply and demand in the cement industry. Zhejiang has taken the lead in implementing the requirements of compliance production, but Zhejiang alone cannot change the overall situation of the industry. I hereby appeal to the surrounding provinces to participate together and gradually realize the coordination of Zhejiang, Fujian and Jiangxi, the integration of the Yangtze River Delta and even the whole country in terms of compliance production and peak staggering production. In the
new year, we are willing to work with colleagues all over the country to deepen regional linkage, seek opportunities in innovation, break through in transformation, and go on a new journey of high-quality development of the industry.
