On April 3, the Fourth Congress of the Eighth Session of Zhejiang Cement Association was held in Hangzhou. The meeting summarized the work of the past year and deployed the key tasks of the next stage, especially highlighting the promotion and implementation of compliance production policies. Ding Zhengping of China Cement Association, Shu Junlong, Deputy Director of Atmospheric Department of Provincial Department of Ecology and Environment, Liu Lexiong, Deputy Director of Quality Supervision Department of Provincial Market Supervision and Administration, and Dong Hao, Cadre of Material Industry Department of Provincial Economic and Credit Department, attended the meeting for guidance. A total of 92 delegates attended the meeting.
At the meeting, Yao Hairong, Vice President and Secretary-General of the Association, first made an annual work report on behalf of the Association in 2025. The report comprehensively reviews the achievements made by the association in the past year under the leadership of Party building in peak staggering production, industry self-discipline, pre-preparation for compliance production, ultra-low emission transformation, overall situation of service industry and quality statistics. Suggestions are put forward for the next step, especially for the implementation of the spirit of the "Notice on the Issuance of the Implementation Plan for Compliance Production of Clinker Production Lines in Zhejiang Cement Industry (Trial Implementation)" issued by the Association on March 6. Zhang Songli, Deputy Secretary-General of the
Association, made a report on the financial work of 2025 on behalf of the Association. On behalf of the Council, Jin Lei, Deputy Secretary-General of the Association, read out the Measures for the Control of Cement Compliance Production in Zhejiang Province (Trial Implementation), which had been discussed and adopted by the Council. Shu Junlong, deputy director of the Atmospheric Department of
the Provincial Department of Ecology and Environment, briefed the provincial cement industry on the progress of ultra-low emission transformation and the next schedule. It is emphasized that capacity management is a clear national policy requirement, and ultra-low emission transformation is closely related to capacity management and control. For enterprises that have not yet completed the ultra-low emission transformation, the off-peak production time in autumn and winter will be extended. At the same time, it is emphasized that in 2027, the whole process of ultra-low emission transformation of the whole industry should be completed. This year, 60% of the clinker production capacity will be monitored and assessed by the state, and 50 grinding stations will complete the ultra-low emission transformation of the whole process. Liu Lexiong, deputy director of the
Provincial Market Supervision and Administration, briefed the relevant policies of quality management and the next key work. It is emphasized that capacity filing management is a national industrial policy and has been incorporated into the production license management system. The production of enterprises must conform to the national industrial policy. Enterprises that do not comply with industrial policies will face difficulties in renewing certificates. It is hoped that all enterprises will attach great importance to it. At the same time, it is emphasized that the association should support the classified management of enterprises, and that the association can recommend the government to focus on the inspection and supervision of enterprises with greater potential quality and safety hazards. China Cement Association was entrusted by Zhou Yuxian, President of China Cement Association, to attend the meeting and make a speech. He made three comments: First, the cement industry in Zhejiang is in the forefront of the country in terms of transformation, upgrading and environmental protection, which is inseparable from the strong support of the government. Second, Zhejiang Cement Association took the lead in initiating compliance production in the form of industry self-discipline, and promulgated the "Zhejiang Cement Compliance Production Control Measures (Trial)", becoming the first province in China to promote the precise landing of compliance production in the form of industry self-discipline. It is believed that as long as the enterprises are tolerant and trust each other, with the joint efforts of all and the support of the government, the compliance production work in Zhejiang will be able to take the lead in achieving results; Third, it is suggested to pay attention to the product quality of the cement transfer depot. Innovating methods to supervise and strengthen the quality management of cement in transit depots. He hoped that all parties could work together, and firmly believed that with the strong support of government departments, the efforts of industry associations and the active efforts of member units, Zhejiang cement industry would take the lead in getting out of the industry dilemma in the whole country. During
the meeting, excellent enterprises in industry self-discipline, enterprise management, technological innovation, product quality and ultra-low emission transformation were commended and rewarded. In his concluding remarks, President
Yao Jixin pointed out that the meeting was very good, thanks to the attention and support of government departments and the serious participation of member units. Faced with the dilemma of declining industry demand and efficiency, promoting compliance production landing is an effective way to solve the problem. He analyzed the three advantages of Zhejiang's cement industry: first, it has the leading role of large enterprises, which can unify understanding and action on major issues, showing a high pattern and inclusiveness; second, Zhejiang entrepreneurs have innovative spirit and fine traditions; third, it has the strong guidance of government departments and China Cement Association. Including the direct leadership of the Provincial Economic and Credit Department, the support of the Provincial Department of Ecology and Environment in the differential peak staggering production policy, and the support of the Provincial Market Supervision and Administration in the production license renewal policy. He said that in the next step, the association will continue to report to the leaders of relevant departments and bureaus, strive for greater support, strengthen interaction and cooperation with surrounding provinces, work together to overcome difficulties and seek development in the crisis. I believe that as long as we are confident and work together, we will be able to achieve our goals. Finally, he encouraged all member units to move forward bravely by "speeding up in the Year of the Horse, taking the lead, causing ten thousand horses to gallop and succeed immediately".
Before the meeting, the Standing Council Meeting of the Association was held, the work report and financial work report of the Association in 2025 were considered, and the Measures for the Control of Cement Compliance Production in Zhejiang Province (Trial Implementation) were discussed and adopted. The convening of
this conference further condensed the consensus and joint efforts of Zhejiang cement industry to promote compliance production and various work, and laid a foundation for the realization of high-quality development of the industry.
