March 31, Hebei Cement Industry High-quality Development and Peak-staggering Production and Environmental Protection Management and Control Cooperative Work Conference was held in the Provincial Department of Ecology and Environment. At the meeting, the Provincial Building Materials Industry Association reported in detail the development status of the industry and the effect of peak staggering production. In recent years, facing the severe situation of 50% overcapacity of cement in China, Hebei Province has achieved a steady recovery of industry efficiency through government coordination and control and industry self-discipline. In 2025, the cement industry in Hebei Province made a profit of 270 million yuan, while reducing the emission of various pollutants by 92.4 million tons. In view of the problems such as the lack of close connection between environmental protection management and control and the need to optimize the mechanism of peak staggering production, the association puts forward some suggestions, such as promoting the coordination of peak staggering production and environmental protection management and control, sharing the data of capacity monitoring platform, and sorting out the pollution law, in order to realize the transformation from "passive emission reduction" to "active peak staggering".
The Provincial Department of Ecology and Environment affirmed the effectiveness of the association's work and responded to industry concerns. It will clearly sort out the data of key pollution factors in each city to provide precise support for peak-staggering production; support the establishment of a monitoring platform by the state, open the data interface to the association through legal authorization, strengthen the verification and supervision of production capacity; and improve the peak-staggering production and capacity control mechanism in conjunction with multiple departments to promote the effectiveness of the policy. The two sides also reached a consensus on the implementation of the new energy vehicle subsidy policy, the impact of the cross-provincial cement market, and the guarantee of mine resources.
The conference built a bridge for efficient communication between government and enterprises, and further clarified the development path of "government-enterprise coordination, precise control and green transformation". In the next step, the Provincial Department of Ecology and Environment and the Provincial Association of Building Materials Industry will establish a normal cooperation mechanism to make sustained efforts in peak staggering production optimization, environmental protection data sharing and policy landing promotion, so as to help the cement industry in Hebei Province solve development problems and achieve high-quality and sustainable development.
