In order to implement the decisions and arrangements of the Central Committee of the Communist Party of China (CPC) and the State Council, and to fulfill the relevant requirements of the guiding opinions on the construction of zero-carbon factories (MIit Lianjie [2026] no.13), we are organizing the construction of national zero-carbon factories (including zero-carbon computing power facilities, the same below). Relevant matters are notified as follows:
I. Basic Requirements
The construction of zero-carbon plants refers to the process of continuously reducing carbon dioxide emissions within the boundary and gradually tending to near zero through emission reduction measures such as technological innovation, structural adjustment and management optimization. According to the requirements of phased gradient cultivation, select manufacturing enterprises and computing facilities with certain construction foundation, clear construction objectives and clear implementation path, and promise to complete the construction objectives within the prescribed time limit, select the best ones to be included in the national zero-carbon plant construction list, and do a good job of benchmarking. Conditions
for
declaration The manufacturing enterprises and computing facilities (hereinafter referred to as declaration units) participating in the declaration shall meet the following conditions:
(1) Manufacturing enterprises shall have independent legal personality or be independent accounting units regarded as legal persons. The annual comprehensive energy consumption of industrial enterprises above the scale engaged in actual production is not less than 1000 tons of standard coal (the equivalent value of the power conversion coefficient), and has been included in the list of national green factories. The unit energy consumption of main products shall reach or exceed the compulsory national standard of energy consumption limit of the industry, Grade 1 (advanced value) and the benchmark level of Energy Efficiency Benchmark Level and Benchmark Level in Key Industrial Areas; if there is no such standard or requirement, it shall reach the industry-leading level.
(2) The owner of the computing facility shall have independent legal personality, clear property rights, clear and complete physical boundaries, independent power supply, distribution and refrigeration systems, and a scale of not less than 3000 standard racks (this requirement is not applicable to the intelligent computing center). The power utilization efficiency has reached the level of Grade 2 and above in the Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades of Data Centers (GB 40879-2021), and has been included in the list of national green computing facilities (the original list of national green data centers).
(3) It shall meet the basic requirements of the following core indicators (see Annex 1 for the description of the indicators), and undertake to complete the annual target of the core indicators determined in the construction plan on an annual basis, so as to ensure that the target requirements of the core indicators are met during the construction period (no later than 2030). The core indicators are as follows:
1. Carbon emissions per unit of energy consumption. The basic requirement is not higher than 1.8 tons of carbon dioxide per ton of standard coal, and the target requirement is not higher than 0.2 tons of carbon dioxide per ton of standard coal. 2.Proportion
of non-fossil energy consumption. The basic requirement is not less than 30%, and the target requirement is not less than 95%.
3. The proportion of non-fossil energy electricity consumption in physical identification. The basic requirement is not less than 10% (computing power facilities do not set basic requirements), and the target requirement is not less than 35%. This index is applicable to the declaring units whose annual electricity consumption is more than 5 million kilowatt-hours.
(4) An accounting system for carbon emissions should be established, and data on carbon emissions should follow the principles of measurability, reportability and verifiability to ensure authenticity, accuracy, completeness and reliability.
(5) It has a clear development strategy and measures for energy conservation and carbon reduction, establishes a sound management system for quality, environment, energy, occupational health and safety, and has sound management systems and good management conditions.
(6) There are no following circumstances in the past three years: the occurrence of major and above security (including network security, data security, production safety, etc.), quality, environmental pollution and other accidents; engaging in monopolistic acts stipulated in the Anti-monopoly Law of the People's Republic of China; being found to have serious problems in the relevant supervision work of the State Council and relevant departments; Being included in the list of industrial energy conservation supervision and rectification and failing to complete the rectification as required; being included in the list of bad telecommunications business operations and the list of dishonesty; being subject to more than major administrative penalties by the relevant administrative departments; being listed as the discredited person to be executed; being recognized as bearing legal liability due to disputes over ownership of patents, trademarks, copyrights, ownership and use rights by effective legal documents.
3. Organizing and implementing
(1) Organizing declaration. In accordance with the principle of voluntariness, the competent industrial and information departments at the provincial level organize the declaration units to log on to the management platform for industrial energy conservation and green development (https://green.miit.gov.cn, hereinafter referred to as the management platform) and submit the declaration materials in accordance with the outline of the zero-carbon plant construction plan (Annex 2) and the relevant requirements of the evaluation index system. The declaration materials will serve as the main basis for follow-up management, evaluation and acceptance. The declaration unit shall be responsible for the authenticity and accuracy of the declaration contents, and ensure that the declaration materials do not involve state secrets or business secrets.
(2) Review and recommendation. The competent departments of industry and information technology at the provincial level shall focus on examining whether the declaring units meet the requirements for declaration, as well as the authenticity, accuracy and completeness of relevant data and supporting materials, select the best recommended list and fill in the recommended summary form (Annex 3). The recommended summary table, declaration materials and other materials shall be submitted to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) before August 15, 2026.
(3) Review and publication. The Ministry of Industry and Information Technology organizes experts to review the application materials, take into account the construction foundation, construction path and expected results, select the best national zero-carbon plant construction list, and publish it in accordance with the procedures.
(4) Construction management. Units in the national zero-carbon plant construction list should conduct self-assessment according to the annual objectives and key tasks determined by the construction plan, and regularly report the annual construction progress, changes in core indicators and related performance information through the management platform. In the process of construction, if it is really necessary to adjust the construction plan due to the change of production capacity (the change of the scale of computing facilities) and the change of energy supply conditions, the construction plan shall be adjusted and improved in time on the premise of ensuring the completion of the declared target requirements, and submitted to the provincial competent department of industry and information technology for review, and then submitted to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) through the management platform. The competent departments of industry and information technology at the provincial level should strengthen the guidance and supervision of the units on the list, establish a normal tracking mechanism, timely grasp the progress of construction, and sort out and summarize experiences and effective practices. The Ministry of Industry and Information Technology will conduct spot checks on construction units from time to time.
(5) Assessment and acceptance. The competent departments of industry and information technology at the provincial level shall organize the evaluation of the units that have completed the construction tasks, and report to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) after approving their acceptance applications. The Ministry of Industry and Information Technology will organize regular acceptance in accordance with the principle of "mature batch, acceptance batch", and comprehensively evaluate the achievement of core indicators, construction effectiveness and driving role. Through acceptance, it has officially become a national zero-carbon plant. For those who have not passed the acceptance at the expiration of the construction period, the list of national zero-carbon factories shall be transferred out according to the procedures.
(6) Summary and promotion. National zero-carbon factories should continuously disclose the achievement of core indicators and the implementation of other energy-saving and carbon-reducing measures on an annual basis to consolidate and enhance the effectiveness of construction. Provincial departments in charge of industry and information technology should apply policies such as technological transformation and green finance, and focus on supporting the construction of zero-carbon factories. Encourage the construction of provincial zero-carbon factories in areas where conditions permit. The Ministry of Industry and Information Technology will publicize the typical practices of zero-carbon factories and promote integrated service models and system solutions for the design, financing, transformation and management of zero-carbon factories.
