First, eliminate clinker production lines of 2500t/d and below and mills of 3.2m and below; second, strictly implement "reduction replacement", and raise the replacement ratio of clinker production capacity to 2:1; third, reduce the annual production days of clinker kilns from 300 days to 250 days; Fourth, establish an orderly power supply mechanism to let the people use electricity; fifth, improve the off-peak production mechanism to control the capacity utilization rate within 60%; sixth, introduce a tax rebate policy to guide the export of cement and restrict imports.
