The first chapter generally calls for

The second chapter is to improve the ecological environment quality
in an all-round way. The first section is to persevere in "water control"
and deepen the comprehensive management of water environment. Implementing comprehensive river basin regulation, promoting the regulation of Mingyu Town Section of Daxi River, Daxi River Industrial Park-Urban Section, Longchuan River Project Section, Banxi River Project Section and Huanggan River Section, and implementing the construction of beautiful and happy rivers and lakes of Daxi River. Deepening the responsibility mechanism of "River Chief + Discipline Inspection Commission", "River Chief + Procurator-General" and "Sanqing Single Mechanism", focusing on Daxi River and other river basins, and promoting closed-loop management of sewage outlets into rivers. Strengthen the prevention and control of mobile source pollution. We will basically eliminate operating trucks at or below the fourth national level and construction machinery at or below the second national level, and strictly check smoky vehicles on the road. Strengthen road inspection of heavy trucks on Baomao Expressway, Yinbai Expressway, Nanli Expressway and Nanwan Expressway, and severely crack down on illegal acts such as dismantling exhaust after-treatment devices and tampering with on-board diagnostic systems. We will carry out cleaner off-road mobile machinery and encourage the use of new energy sources or off-road mobile machinery with national emission standards of three or more. Clean up and rectify black refueling stations, strengthen the quality supervision of refined oil, encourage gas stations to unload oil at off-peak, and improve oil and gas recovery facilities.
Deepen non-point source pollution control. Fully implement the "Ten Regulations" on dust control, strengthen the management of construction sites in urban areas, implement bare soil coverage and spraying dust, and strictly manage the closed transportation of dregs and garbage trucks. Strengthen the management and control of open-air incineration, relying on the grid supervision system, focusing on the areas affected by population concentration, traffic trunk lines and transmission channels, and delimiting the no-burning areas, restricted burning areas and general areas of open-air incineration. Strictly investigate and punish pollution activities such as open-air barbecue and fumigation, and rationally set up centralized smokeless fumigation sites. We will carry out the special action of "cracking down on non-violations" in the whole chain of fireworks and firecrackers, and scientifically delimit the prohibited areas.
Strengthen the response to heavy pollution weather. Timely revision of contingency plan and improvement of forecasting, early warning and emergency response mechanisms. Dynamically update the list of emergency emission reduction, implement "one factory, one policy" for key enterprises, and clarify emission reduction measures. The third section is to
further promote the prevention and control of soil pollution in agricultural land for a long time. We will implement the system of classified management of agricultural land, dynamically adjust the categories of soil environmental quality of cultivated land, strengthen the monitoring and protection of priority protected cultivated land, and strengthen the risk supervision of strictly controlled cultivated land. Relying on the results of the third national soil survey, classified and implemented remediation measures, safe use of cultivated land to promote low-accumulation crops and foliar control technology, strict control of cultivated land to implement planting structure adjustment. Summarize and popularize the experience of soil acidification control in Daguan Town, carry out soil acidification improvement, and promote the implementation of the project of improving the quality of cultivated land. We will promote the provention and control of pollution sources and implement the traceability and remediation of heavy metal pollution in agricultural soil.
Effectively guarantee the safe use of construction land. Closely follow the needs of urban renewal and park upgrading, focus on the investigation of idle land in old city reconstruction areas and industrial parks, comprehensively implement the investigation of soil pollution, and establish and improve the dynamic management account of polluted land. Strictly implement the principle of "use control", strengthen the management of "one residence, two public" plots, and precisely implement risk control or restoration management. We will promote soil remediation at the original site of the phosphate fertilizer plant and soil pollution control at the original site of Pioneer Alumina Co., Ltd. Establish a system for investigating potential soil pollution hazards in key regulatory units, and formulate targeted rectification plans.
Coordinated provention and control of groundwater pollution. Implement groundwater pollution zoning management and hierarchical prevention and control, and optimize the groundwater monitoring network. Pollution sources such as water gushing points and goaf of coal mines should be controlled and closed, and classified management and control of water gushing in closed coal mines should be strengthened.We will promote the treatment of water inflow from abandoned mines such as Fengzui River Basin and Hongneng Coal Mine, and strengthen the operation and maintenance of water inflow and sewage treatment facilities in Jinquan Aluminum Mine.
The fourth section makes concerted efforts to strengthen solid waste disposal through "waste treatment and plastic treatment"
. Focusing on Shuijiang Group and Nanping Group, we will establish a full-chain tracking and control mechanism for industrial solid waste enterprises with more than 1000 tons. We will deepen the classification of domestic waste, optimize the delivery points and transfer stations, improve the "online booking + offline recycling" system for recyclables, and carry out the "three mixing" special renovation. Promote the classified treatment of construction waste, promote the application of source reduction and green building materials, and promote the construction of Fengdingshan construction waste absorption and resource utilization projects. By 2030, the resource utilization rate of urban construction waste will reach 80%. In combination with the cultivation of Chinese medicinal materials and fruits and vegetables, the system of straw collection, storage and transportation should be improved. Promote the comprehensive utilization of phosphogypsum. Promote the investigation of potential environmental risks of "one storehouse, one policy" in phosphogypsum storehouse. We will carry out special renovation of solid waste yards left over from history and promote the harmless treatment of phosphogypsum in Longyan yard. Strengthen the environmental management of phosphogypsum storage, transportation and utilization, strictly implement the technical specifications for pollution control of phosphogypsum utilization and harmless storage, and seriously investigate and punish environmental violations related to phosphogypsum according to law. Jointly build scientific research laboratories with universities, tackle the technology of harmless disposal and extraction of valuable components, and broaden the field of comprehensive utilization.
Strengthen plastic pollution control. Strictly implement the requirements of standardized use and reduction of plastic products, rely on the "two networks integration" recycling point, implement the publicity of reducing the use of disposable plastic products, and promote recyclable packaging and green substitutes. We will deepen the management of waste agricultural film, improve the system of "farmer collection, network transshipment and central treatment", and promote thickening and degradable plastic film. Strengthen the control of disposable goods in Jinfo Mountain, Shanwangping and other scenic spots, and guide tourists to practice green consumption. Chapter

Implement the management and control of ecological environment zoning. Strictly implement the differentiated and refined management and control requirements of priority protection, key control and general control units. We will improve the dynamic evaluation mechanism, regularly carry out effectiveness tracking and evaluation, and timely update and adjust the ecological environment zoning management and control scheme. Deepen the application of zoning management and control in the field of ecological environment management, and integrate it into the whole process of policy formulation, planning, industrial layout, industrial park management, land use approval and project construction.
The second section strengthens ecosystem protection and restoration
, and strengthens ecosystem protection and quality improvement. Strengthen the control of forest resources use, strictly control the total amount of forest land used by construction projects and quota management, and implement the zoning management and protection of public welfare forests. We will continue to implement land greening and the construction of national reserve forests. Implement the third round of survey of ancient and famous tree resources, improve the "one tree, one file" listing management and protection mechanism, and carry out rejuvenation rescue and protection. Promote the management and restoration of ecological degradation areas. Implementing the treatment of slag and waste residue left over from coal mine history and the ecological restoration of mines left over from history, replicating and popularizing the restoration experience of Jinquan Aluminum Mine and Gaomingyan Mine, creating compound models such as "shared vegetable garden" and "ecological orchard", and promoting the construction of green mines by classification. We will promote the management of coal mining subsidence areas such as Nancheng Street, Dongcheng Street, Nanping Town and Shuijiang Town. The project of comprehensive control of rocky desertification and ecological restoration of water conservation in the Wujiang River Basin will be implemented by restoring degraded forests in rocky desertification areas and replanting them. Build beautiful riverside shoreline. Strictly implement the management and control of shoreline zoning, strictly control the intensity of development, strengthen the supervision of the whole process of river-crossing projects, and regularly carry out the action of "cleaning up the four disorders" in rivers and lakes. Small and medium-sized rivers such as Daxi River and Puhe River will be harnessed, and dredging, ecological revetment and sewage interception pipes will be promoted. The third section is to protect
biodiversity at a high level and strengthen biodiversity investigation, observation and assessment. Cooperate with the investigation of typical ecosystems, national key protected wildlife and aquatic biological resources, promote the background investigation of regional biodiversity, and improve the atlas of key protected species resources. Cooperate with the construction of "comprehensive observation station + fixed observation point" multi-level points, build a global through normal observation network, and create popular science experience points according to local conditions.
We will strengthen the protection and restoration of precious and endangered endemic species. We will implement special rescue protection for rare and endangered species such as Cathaya argyrophylla, Francois langur and Salamander. We will strengthen the habitat protection of newly discovered species such as Hexi Stone Butterfly, Jinfo Mountain Epimedium and Jinfo Mountain Orchid, and maintain the living environment of "one sixth of the native seed plants and one fifth of the wild animals in China". Strictly implement the ten-year fishing ban policy in the Yangtze River, restore fish waters, release indigenous fish fry, and implement the resettlement guarantee for retired fishermen. We will improve the monitoring, early warning and provention and control mechanism for alien invasive species, and regularly control pests such as pine wood nematode disease and Lantana camara.
Strengthen the modernization of biodiversity governance capacity. Promote the sustainable utilization and benefit sharing of biodiversity, standardize the artificial breeding of wild plants and the utilization of medicinal resources, and promote the standardized development of the breeding industry of special species such as musk deer. We will deepen cooperation with scientific research institutions in universities, jointly carry out research in the fields of karst ecosystem evolution and biodiversity conservation, and strengthen technical research on the protection of native species. We will improve the multi-sectoral law enforcement mechanism and strengthen the supervision of key areas such as habitats. We will improve the system of wildlife shelter and rescue, and standardize the rescue process and release standards.
The fourth chapter governs the city and the countryside to create an ecologically livable and beautiful Nanchuan style
. The first section is to shape the "beautiful urban area"
in a global way to help the construction of the important node city of Yudong New Town. We will continue to promote urban ecological renewal, implement urban environmental quality improvement projects, and build ecological livable exhibition areas such as urban areas, Jinfo Mountain, Daxi River and Lixiang Lake. We will speed up the construction of a "15-minute high-quality life service circle" and improve the ecological environment of back streets and alleys. Insist on the integration of mountain, water system, green space, architecture and lighting, upgrade the night landscape lighting along the Fengzui River, and improve the quality of urban lighting. Speed up the construction of urban green space, promote the construction of pocket parks, and standardize the management and utilization of urban parks such as Yonglong Mountain, Huashan Mountain and Jiuding Mountain.
Efforts should be made to solve outstanding environmental problems in cities. Focus on urban areas and key towns to promote cooking fume remediation, and urge enterprises to install and maintain purification facilities. Construction, transportation, social life and industry, and take various measures to reduce all kinds of noise pollution sources. Focus on industry, catering, aquaculture, municipal and other key areas, systematically carry out odor source control and comprehensive management, and effectively solve the problem of odor disturbing the people. Actively resolve the "neighborhood avoidance" contradiction, smooth communication channels, timely and active disclosure of environmental information.
The second section draws a new picture
of the beautiful countryside in a multi-dimensional way and continues to carry out the renovation of rural human settlements. We will promote the treatment of rural domestic sewage, lay out rural domestic sewage treatment facilities according to local conditions, and promote adaptive technologies such as three-format septic tanks and resource utilization. By 2027, the rate of rural domestic sewage treatment (control) will reach 100%. By 2030, the popularization rate of rural sanitary toilets will reach 96. Deepening the construction of rural domestic waste collection, transportation and disposal system, strengthening the reduction, classification and comprehensive management of rural domestic waste sources, and promoting the local recycling and harmless disposal of degradable domestic waste such as rural kitchen waste. The coverage rate of domestic waste classification in administrative villages is stable at 100%. Vigorously promote the green development of agriculture. Strictly implement the responsibility system for cultivated land protection, deepen the reduction and efficiency of chemical fertilizers and pesticides, promote soil testing and formula fertilization, water and fertilizer integration and other technologies in the whole region, firmly adhere to 78. Promote the comprehensive utilization of straw, and promote the multi-utilization mode of straw returning to the field, feed and base material. Dynamically adjust the scope of forbidden breeding areas, promote the renewal of livestock and poultry manure treatment facilities and equipment in large-scale farms and small and medium-sized farms (households), and carry out the investigation and remediation of "six rows and one use" of livestock and poultry manure. Strengthen the protection of traditional villages and the guidance of rural features. Hejiagou, Taoping Village, Delong Town, Lijiagou, Guangfu Village, Hexi Town, and other traditional villages, such as stone and wood dwellings, ancient bridges and ancient roads, were renovated. Extract the local characteristics of "Shihuang Wall, Grey Slope Top" in Shanwangping Village, implant non-heritage cultures such as Shixi Bench Dragon and Jinshan Bamboo Shoot Shell Painting, and carry out the transformation of farm houses. Integrate non-heritage resources such as Shixi Bench Dragon, Jinshan Bamboo Shoot Shell Painting and Hetu Lion Dance to promote the integration and inheritance of ecological protection concepts and non-heritage. Establish a list of ecological and cultural resources protection, cultivate local research teams, excavate folk ecological stories, and explore the compilation of ecological and cultural books.
Promote the integration of ecological culture and tourism. Relying on the Jinfo Mountain and the "178 Ring Line" tourist corridor, the core scenic spots such as Shanwangping Karst Eco-Park and Shenlong Gorge Canyon scenery are connected in series, and cultural elements such as ecological science popularization and non-heritage experience are implanted to create eco-tourism routes with both sightseeing and infiltration functions. Eco-cultural exhibition areas are set up in Jinfo Mountain Scenic Area and Shanwangping Area to display biodiversity, geological and geomorphological features and ecological protection achievements.
The fifth chapter is to reduce carbon and increase green, promote green transformation and development
in depth. The first section is to accelerate the green and low-carbon transformation and upgrading
of industry and foster a new form of green integration of manufacturing industry. Closely linked to the city's "33618" modern manufacturing cluster system, anchored the "332" advanced manufacturing cluster, and expanded and strengthened the three leading industries of intelligent network, new energy automobile matching, fine chemical industry and modern Chinese medicine. Promote the application of "industrial green efficiency code" in an all-round way, strengthen the integration of digital green, and promote the construction of green factories, green parks and zero-carbon parks. We will implement the whole chain recycling action and improve the "new three" solid waste recycling system for scrap automobiles, recycled metals, industrial equipment and waste power batteries, wind turbines and photovoltaic modules. Accelerate the green and low-carbon transformation and upgrading of traditional industries.
