two projects do not involve new land, and the production process and equipment remain unchanged. About Nanjing Zhonglian Cement Co., Ltd., Lishui Tianshan Cement Co., Ltd., Jiangsu Yicheng Southern Cement Co., Ltd., Announcement of Yixing Tianshan Cement Co., Ltd. on the Replacement Plan of Supplementary Production Capacity (Su Gong Xin Xin Cai [2025] No.311), the above replacement plan of supplementary production capacity has been officially announced after public announcement without objection.

The specific plan is as follows:

Jiangsu Yicheng Nanfang Cement Co., Ltd.: The existing cement clinker production line with a daily output of 7,000 tons has a supplementary capacity of 1,500 tons, and the daily output will reach 8,500 tons after replacement. The replacement capacity is 3000t/d from the 5000t/d clinker production line of Jiangsu Xinjie Nanfang Cement Co., Ltd., and the replacement ratio is 2:1.

Yixing Tianshan Cement Co., Ltd.: The existing 5,000 t/d new dry process clinker cement production line has a supplementary capacity of 700 tons, and a daily production capacity of 5,700 tons will be formed after replacement. The project uses new thermal insulation materials such as low thermal conductivity nano-materials to replace traditional refractory thermal insulation materials, and changes some equipment motors into variable frequency motors, optimizes operation, etc., to achieve the goal of energy saving and production increase. The replacement capacity comes from 700t/d of the company's own 2000t/d clinker production line (the line has been shut down in November 2023), and the replacement ratio is 1:1, which is equivalent replacement.

This supplementary capacity replacement strictly follows the industrial policy guidance that the state strictly prohibits new cement clinker production capacity and that new reconstruction projects must formulate capacity replacement plans, aiming at promoting the unification of actual capacity and registered capacity.
