Cancellation of cement production license of Jilin Tianmao Cement Group

On July 20, the Jilin Provincial Market Supervision and Management Office issued the Announcement on the Cancellation of the Industrial Product Production License of Jilin Tianmao Cement Group Co., Ltd. According to the Regulations of the People's Republic of China on the Administration of Industrial Product Production Licenses (Decree No.440 of the State Council), the Measures for the Implementation of the Regulations of the People's Republic of China on the Administration of Industrial Product Production Licenses (Decree No.156 of the former General Administration of Quality Supervision and Inspection) and the Interim Provisions on Administrative Licensing Procedures for Market Supervision and Administration (Decree No.16 of the General Administration of Market Supervision). Our office has decided to cancel the industrial product production license of Jilin Tianmao Cement Group Co., Ltd. (See the attachment for details). From the date of the cancellation decision, the cancelled production license certificate and number shall cease to be used.

It is understood that Jilin Tianmao Cement Group Co., Ltd., formerly known as Jilin Tianmao Special Cement Co., Ltd., has one clinker production line and four grinding production lines. In May 2021, the legal representative was changed from Wang Zhongshan to Zhang Xiaozhong. In August 2022, the name of the company was changed to Jilin Tianmao Cement Group Co., Ltd. In the same year, the company's project of co-disposal of hazardous wastes with 4000t/d clinker production line was approved by the Department of Ecology and Environment of Jilin Province. In 2023, the company's No.3 and No.4 cement mill energy-saving and carbon reduction technology transformation projects were approved and constructed by relevant departments. In 2025, the company's assets were auctioned by the judiciary and restricted to high consumption.
